What you will be working on:
As the ICT Project Director / Program Manager in GovTech, you will lead a diverse team of product/project managers, business analysts, solution architects and cloud infrastructure engineers to revamp the whole of government (WOG) finance and accounting system and to drive innovative digital product throughout their life cycles, so that government agencies can successfully deliver their digital agenda.
You are a decisive and driven leader, who takes a proactive approach to managing complex projects, business transformation, applications system development and operations, ICT governance and performance management, stakeholder engagement, people development and vendor management.
Success in the role will be proven by your ability to thrive in a dynamic and multifaceted environment, while keeping yourself up to date on new technology developments.
[What you will be working on]

• Assisting the Cluster Director and/or CIO in the transformation of business processes through the innovative use of IT tools so as to bring about impactful changes.
• Be the leader and driver in executing the overall project implementation and delivery of the revamping the Whole of Government (WOG) finance and accounting system.
• Identify opportunities to harmonise and improve on the program, in order to achieve alignment with the over-arching ICT infrastructure and architecture.
• Provide leadership and guidance in introducing innovative ICT to meet the business objectives and operational needs of the agency. Ensure the agency and the team are kept at the forefront of innovative technologies.
• Oversees the development and evaluation of the program plan for the successive phases of the project to capture project performance, results including overseeing the procurement and change management efforts.
• Develop a collaborative and partnering approach to multiple internal/external key partners and vendors management.
• Assess and apply the appropriate project management methodologies, such as Agile practices, to ensure project success.
• Lead the development and compliance to policies and standards to ensure proper governance, financial and performance management
• Lead, coach and develop team members to sustain high performance teams to achieve successfully achieve organisational objectives

What we are looking for:

• Degree in Computer Science or Electronics Engineering or Information Technology or related discipline with relevant ICT experience
• Minimum 15 years of project management and experienced in large scale projects involving multiple government agencies / organisational units
• Proven leadership skills including strong team management, key partners engagement and vendor management.
• Strong analytical, conceptualisation and problem-solving skills.
• Strong presentation skills, both written and verbal, to positively influence key partners.

Preferred Skills:

• Candidates with working experience in managing finance and accounting system projects with development budget exceeding $50m
• Agile-related certification such as Certified Scrum Master.
• Project Management-related certifications such as CITPM, COMIT or PMP.
