Responsibilities



Lead procurement for IT outsourcing categories, including infra, network, IT operations/managed services, and cybersecurity. Evaluate technical service proposals, SLA commitments, and pricing models; partner with IT/Infosec to assess risk, stability, and cost tradeoffs. Drive vendor selection and contract negotiation with measurable cost, performance, and compliance outcomes. Develop, implement, and optimize procurement strategies to ensure cost-effective purchasing while maintaining quality and compliance. Lead the end-to-end procurement process including sourcing, vendor evaluation, contract negotiation, and supplier performance management. Build and maintain strong relationships with key suppliers to ensure reliability, negotiate favorable terms, and drive continuous improvement. Conduct market research and cost analysis to identify trends, risks, and opportunities for savings or alternative sourcing. Oversee procurement planning based on business needs, project timelines, and inventory requirements. Manage purchase orders, contracts, and approval workflows, ensuring accuracy and alignment with company policies. Collaborate closely with Finance, Operations, Legal, and other cross-functional stakeholders to support business objectives and resolve procurement issues. Monitor compliance with procurement policies, ensuring proper documentation, audit readiness, and internal controls. Track procurement KPIs such as cost savings, lead times, supplier performance, and contract adherence. Identify and drive process improvements to enhance procurement efficiency and scalability.

Requirements



Bachelor's degree in Supply Chain Management, Business Administration, or a related field. Demonstrated understanding of common IT outsourcing technical services and commercial models, including: Infrastructure (Infra) services Network services Tech Center / IT Operations / Managed Services Cybersecurity services Ability to read and evaluate service scope, SLA terms, and pricing structures (rate cards, usage-based billing, tiered pricing, managed services bundles, etc.). Proven ability to partner with technical stakeholders (IT/Infosec/Engineering) to translate business/technical needs into sourcing, vendor comparison, and contracting decisions. Strong end-to-end execution capability in IT procurement: sourcing, vendor benchmarking/comparison, negotiation, cost analysis, award recommendation, and implementation/roll-out. Candidates must still be hands-on in day-to-day procurement delivery, not purely strategic/consultative. Familiarity with procurement for cloud services (AWS / Azure / GCP / cloud managed services) including: Complex billing + consumption models Architecture/SLA considerations Capacity and cost optimization Ability to evaluate technical vendor proposals and align sourcing with service-level and security requirements. 5+ years of procurement or supply chain experience, with at least 2 years in a managerial or strategic sourcing role. Strong negotiation and vendor management skills with a track record of achieving cost savings and favorable contract terms. Solid understanding of procurement best practices, contract structures, and supply chain principles. Proficiency in procurement systems, ERP platforms, and Excel for reporting and analysis. Strong analytical, problem-solving, and decision-making abilities. Excellent communication, stakeholder management, and cross-functional collaboration skills. High level of integrity, attention to detail, and accountability. Experience in cloud server/security/AI/Infrastrcuture products English required; Chinese (Mandarin) strongly preferred to support cross-region stakeholders and suppliers. Candidate located in or able to operate primarily in US or Asia-Pacific time zones Experience in technology, fintech, or cloud services companies is a strong plus.
