Responsible for preparation of programme materials for various senior programme management committees, risk committees, and for the preparation of regulatory updates.
Ensure that clear and accurate status reporting is being provided to governance committees
Orchestrate/Facilitate decision making processes between senior stakeholders, as required
Ensure projects respect internal policies and frameworks, and also the overarching programme governance standards. Set the project ready to pass internal audits
Planning and tracking
Manage programme office activities and deliverables across multiple projects / programmes within the Regulatory Technology space.
Work with, and provide challenge to, project managers covering delivery across multiple teams.
Ensure that project and programme delivery is following expected schedule/plan. Manage and track delivery milestones in a structured fashion, providing governance visibility.
Help manage and resolve dependencies between multiple project streams, with appropriate escalation as required. Coordinate cross-stream delivery issues to resolution.
Ensure project priorities, as defined through the respective project and programme governance committees, are followed.
From participating in Project discussions, have the ability to identify, articulate and manage all RAID and change requests in a structured fashion, providing governance visibility.

Ensure consistent quality control and standards across all programme mandatory artefacts.
Build a strong and effective relationship with the key stakeholders in areas including Financial Markets, COO, Regulatory Operations, Compliance & Technology teams.

Define and implement the processes and controls to deliver regulatory projects/programmes.
Understanding of Regulatory requirements, Technology Architecture, Solution Design, Implementation and Delivery.

Co-ordinate and support delivery of the roadmap that is aligned with the ongoing objective of Risk Reduction from a Regulatory Compliance perspective, for assigned projects, on schedule, on budget, and to the highest quality standards, to achieve compliance risk reduction.
Manage relationships with relevant stakeholders on related projects, collaborating closely with them and their teams.

Identify project and business risks, escalating to the Accountable Executive and Stream Leads (as appropriate) with strategies to mitigate that risk.

Governance
Adhere to SCB Programme Management good practice and governance. High level definition of what that entail is:
Management Reporting - assisting the project managers in the production of refinement forum packs to ensure that project financials and headcount are accurately and consistently reported across the programme.
Programme Governance - ensuring that the programme is consistently following the standards for project management and assisting junior project managers to come up the curve where appropriate.
Vendor Management - maintain a register of vendors used across the programme and ensuring adherence to the vendor management policies of the Bank.

Our Ideal Candidate
5 years in Project Management in a Financial Markets Banking environment on large scale change programs or equivalent.
Experience of, and certification in formal Project Management methodology, e.g. Prince 2, PMP, ScrumMaster
Thorough understanding of the Project Lifecycle.
Experience working in a Financial Markets environment, facing senior FM stakeholders.
Solid Financial Markets knowledge, encompassing products and trade life cycle. Knowledge of regulatory regimes, especially MIFID II, DoddFrank would be highly beneficial.
Experience of Governance and Assurance Activities.
Excellent organizational, problem solving, and written/verbal communication skills
