: A Project Control Specialist [PCS] is responsible for establishing project management procedures to achieve project goals and objectives by adhering clients\' specifications and requirements within the financial constraints and schedule. In this role, PCS shall report directly to the Project Manager about the actual project issues, help ensure the project plan and cost meet the objectives of the contract proposal, and ensure operations conform to the ground plan. The Project Control Specialist implements strategic techniques to mitigate potential project risks and promote maximum productivity by conducting regular meetings to monitor the project\'s progress; Also coordinates with the clients for the updates, as well as informing them of any plan adjustments. PCS maintains strict quality control processes to ensure the efficient development of the project for timely deliverables. PCS is accountable for planning and supporting implementation of effective projects and transaction delivery. The Project Control Specialist focuses on large, complex projects, and shall assist with various distinct ventures concurrently. This is a process-oriented position that focuses on specialized civil & structural architectural contracts with preference to automated systems management and electrical data networks. Multi-Project Experience is vital for this role. Our ideal candidate has experience with 360-degree Project Life Cycle Management including cost analysis, budget management, accrual accounting, and procurement. Proficiency in codes of practice, relevant regulations and a working knowledge of authority submissions and approval procedures in accordance with acknowledged industry Codes and recognized Technical Standards. Exposure to relevant software programs shall be an additional merit to consider the profile suitable for this position. Responsibilities and Duties:
  • Support and Coordinate project management through analytical, problem solving and decision making skills.
  • Develop budgets and schedules to conform to project requirements.
  • Generate purchase requests and vendor paperwork in assigned projects.
  • Support monthly financial projections by analysing consultant and labour.
  • Develop and maintain management plans as per contract guidelines.
  • Coordinate and compile input from team members and various weekly reports.
  • Develop work breakdown structure and prepare diagrams, graphs and charts to analyse problems.
  • Guide, supervise, support, train and conduct quality control.
  • Support senior staff and ensure satisfaction of project milestones and customer requirements.
  • Develop business architecture project schedule as per established customer requirements.
  • Describe enterprise primary business functions and determine stakeholders.
  • Define organization and function transcending support, core, and strategic processes.
  • Monitor project execution to achieve maximum effectiveness for international and domestic projects.
  • Oversee and report performance and progress through analytical techniques to validate cost and performance.
  • Minimize company commercial risk through accountability of major project decisions.
  • Create realistic budgets and schedules for each individual project.
  • Set milestones within the project to easily track the progress of the project and ensure it remains on track.
  • Organize the sourcing and shipping of needed materials and aid in finding any necessary labour.
  • Ensure each project is completed accurately and efficiently.
  • Maintain an excellent standard of quality control throughout the project.
  • Develops the Work Breakdown Structure (WBS) and baseline budgets, in coordination with the Project Manager.
  • Collects progress data and performs Earned Value Analysis.
  • Collects actual costs and analyses performance against baseline budgets.
  • Prepares weekly progress and performance tracking reports.
  • Investigates variances from the baseline and analyses performance trends.
  • Establishes project cost projections based on deployments provided by involved disciplines.
  • Supports the Project Manager with preparation of Intercompany Agreements.
  • Supports the Project Manager with preparation of internal forms in relation to change management processes in place.
  • Provides project performance data for project audit reviews purposes.
  • Maintains records of the project financial files in line with the company\xe2\x80\x99s established templates.
  • Creating Contracts based off Customer Purchase Orders and Submit Project Budgets reviews for Project Manager\xe2\x80\x99s Approval
  • Pro-actively identifies and reports financial risks and opportunities.
  • Coordinates with engineering discipline lead engineers and/or task force groups to ensure on- time completion of work activities and the implementation of project control procedures.
  • Has a project control experience and Coordinate with other functional areas to ensure correct implementation of project control/business procedures and requirements.
  • Reviews and closely monitors project schedule and costs.
  • Provide project oversight, control and Value Improvement Practices
  • Provide needed support for projects in progress at various phases including preparation of project management procedures, governance, Bids Evaluations, cost estimating services, scheduling and value improving practices.
  • Meet services requirements to support the development and execution of civil Structural Architectural projects.
  • Provide consultation and support services related to project management such as but not limited to cost estimating services, scheduling, best practices solutions, claim analysis, procurement, benchmarking and overseeing and reporting the healthiness of the projects that in developments and executions stages.
  • Performs analysis on the negotiation strategy development and execution.
  • Supports in the technical development and economic justification of capital programs, and alternatives to proposed capital projects.
  • Support in the business plan and other related activities.
  • Risk Management & Controls through reviewing risk registers & mitigation strategies.
  • Ensure contract pricing is aligned with Purchase Orders and Invoicing.
  • Lead and participate in all financial operations of the project ventures including invoicing accounts payable/receivable.
  • Streamline operations to decrease expenditures and improve operational efficiency.
  • Assist with business development and operations.
  • Budgeting, Forecasting and Financial Analysis (ratios, Proforma\'s, variance analysis).
  • Analysis of company-specific cost structures, systems, financial information and customers via collateral audits, financial forecasting, and performance metrics.
  • Timely & accurate gathering, compiling & dissemination of financial data to senior management.
Experience and Competence Requirements:
  • Minimum 10-15 Work Experience in various Construction Engineering Projects
  • Must have worked in the Civil Structural & Architectural Projects including Interior Design and Renovation in Commercial and Residential Buildings.
  • Must have Project Engineering experience on Auto Door Systems and Electrical Data Networks.
  • Must have thorough knowledge of project engineering practices, design details, international codes and standards, procedures, and specifications under Singapore construction standards and industrial guidelines.
  • Must possess the capability to enhance benchmarking database from cost and industry perspective.
  • Mandatory Experience in developing procurement / contracting strategy and plan for customised project ventures involving multifaceted plumbing, electrical, fire sprinkling and tailored carpentry works
  • Familiarized Expertise of global engineering and cross-cultural professional practices not limited to Risk Management & Controls through reviewing risk registers & mitigation strategies.
  • Efficient communication and presentation skills and has a soft skills on Microsoft Office (Excel, Word, Power-point).
  • Preferential Computer Skills: Excel \xe2\x80\x93 User Forms & Macros, pivot tables, conditional formatting, dynamic formulae & advanced functions (i.e. Vlookup , Sumif, NPV/FV/IRR/PMT, IF, Boolean), embedded links, Solver, data tables.
  • Strong interpersonal communication skills, both verbal and written.

  • Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow.
  • Ability to work independently and as a member of various teams and committees.

Work Environment:
  • Must be comfortable to work at renovation sites and noisy ambience
  • Must be able to respond as needed to after-business hours issues
  • Must be enthusiastic to travel around sites and work on multi-faceted projects concurrently
