About the role: The Project Engineer is responsible for the governance of the project, including the development of the technical scope, and alignment with the Project team and Internal Customer to translate the project requirements into service delivery. The incumbent is also responsible for coaching and guiding the Project team to ensure the timely delivery of the project that is executed in compliance with the company standards. In the absence of the Project Manager/Construction Manager, the Project Engineer will assume responsibility.

  • Responsible for project tender preparation, evaluation, and execution
  • Ensure that the project is executed in compliance with the company standards, including safety and regulatory requirements
  • Responsible for the post implementation review of projects in terms of maintain ability of plant & equipment and make recommendations for continuous improvement
  • Manage stakeholder relationships both internally and externally.
  • Responsible for coaching and guiding Project teams
1. Key Responsibilities:
  • Responsible for project tender preparation, evaluation, and execution
  • Initiate and monitor the master project schedule up to the successful commercial operation
  • Develop project descriptions including layout drawings and process drawings.
  • Prepare specifications in line with company standards and estimate costs for the proposed new, modifications, or expansions project
  • Take the lead in the preparation and completion of the ITB document including Basis of Design (BoD). Project Execution Procedure, Project Risk Registry, SHE Plan, Quality Management Plan
  • Develop bid & piping packages for smaller project portions and work with the company
  • Managers to develop bid packages for larger turnkey construction project portions.
  • Take the lead in technical clarification with the guidance of the company Managers to fully assess the completeness of tender proposal and detailed comparison with every tenderer.
  • Provide the necessary inputs on technical evaluation to identify the most appropriate proposal for awarding the tender
  • Review consultant and contractor drawings, specifications, and documentation in liaison with the company Team
  • Assist development of commissioning plans and operating procedures for company staff
  • Liaise with the procurement team for purchasing equipment/material according to the approved vendor lists and prepare Request For proposal (RFP) for obtaining quotes from bidders, Tendering & BQ evaluation
  • Be responsible for project record-keeping. Perform overall quality control of the work (budget, schedule, plans, and personnel\xe2\x80\x99s performance) and report regularly on project status
  • Provide an on-site technical and engineering service between the contractor and the company to maintain control of construction, including site safety supervision and Safe Work Permit coordination
  • Sourcing and selection of certified third-party QC/QA Inspector
  • Supervise and review Contractor Quality Inspection and Test Programmes
  • Coordinate specialist Third Party Inspections
  • Coordinate and follow up with Qualified Persons, Registered Technical Officers, and Accredited Checkers for timely submission of documents for the statutory requirement
  • Review MSRA and approve
  • Endorse daily PTW
  • Conduct daily Safety Observation Round and record
  • Conduct monthly VASME Checklist with Contractors
  • Record daily work progress with photographs
  • Chair regular/weekly project meetings to discuss and feedback on WSH related including PSM issues, findings, and follow-up actions.
  • Prepare weekly and monthly Progress Report
  • Verify the contractor\'s monthly progress claim
  • Study and provide solutions for site construction issues/problems
  • Lead investigation for Safety Violation, Near-missed Cases, and Safety
  • Incident/accident and follow up on the recommended action
  • Participate and attend any Vendor Score Card sessions arranged by
  • Procurement Department with reference to his project
  • Review technical problems arising during construction, ensuring significant matters are formally resolved between the contractor and the company
  • Investigate variation orders and make recommendations
  • Monitor site OHS and environmental performance
  • Report to Project Manager and liaises with other discipline lead engineers to ensure proper coordination and interface among different disciplines
  • Ensure that pertaining engineering activities (process, civil, marine, mechanical, piping, electrical, instrumentation and control, painting, and insulation) are carried out in accordance with project requirements.
  • Lead & follow up Construction punch-list, PSSR punchlist and close out all items
2. Responsible for project governance
  • Responsible for Project governance which refers to the set of policies, standards, procedures, and responsibilities that define the establishment, management, and control of projects.
  • Support, and deputize the Project Manager, and be accountable for the success of the project
  • Support the Project Manager:-
  • to evaluate the risk level;
  • to seek a mandate from the executive board prior to signing off;
  • to provide leadership for the VPM roles and internal customer
  • to manage project stakeholders;
  • to coordinate all applicable project work streams.

3. Responsible for compliance with the company\xe2\x80\x99s standards and regulatory requirements
  • Take the lead in overall compliance with the company\'s requirements
  • Conduct a What-If risk assessment on changes under MOC
  • Conduct Peer / Design Review as part of VPM requirement.
  • Ensure obtaining all statutory certificates
  • Keep abreast with the requirements of local legislative requirements and the company\'s Corporate, Codes, Standards, and regulations
4. Responsible for participating in the post-implementation review of the overall project
  • Conduct project review on the project and technical accomplishments;
  • Close out the project and participate in a post-implementation review
5. Responsible for stakeholder relationship management
  • Plan and deliver stakeholder engagement activities to develop effective project working relationships and to ensure that stakeholder needs and concerns are identified and met.
  • Manage internal and external stakeholders to ensure the project is completed timely and safely
  • Liaise with tax, legal, insurance, and treasury corporate departments/advisors on matters like e.g., contracting plan, and project execution plan
6. Responsible for managing people:
  • Coach and guide Project Engineer and/or Project Team Members
About you:
  • Bachelor\'s Degree in Electrical or Control Instrumentation Engineering with minimum 5 years of relevant experience in Oil & Gas, Petrochemical sector
  • Familiar and experienced with brownfield project-related works, and good working
  • knowledge of all phases of project development and execution.
  • Conversant with International Standards such as API, ASME, ANSI, OCIMF, NFPA, IEC, NEC, ISA, IP, Singapore Standard Code of Practice
  • Well versed in SCADA, DCS, SIS, PLC programming, HV Transmission and LV Distribution
  • Power system, ATG System and TAS System
  • Fair knowledge of AutoCAD, Microsoft Office and Microsoft Project for EPC schedule in Level 4/5.
  • Ability to manage multiple party communications and operate under stress.
  • Positive stakeholder management capabilities and ability to multitask.
  • Detail-oriented team leader who can consistently meet deadlines and possess aptitude to work well independently.
  • Individual with strong numerical, proficiency in MS Excel and analytical acumen.
  • Familiar with API 650 for tank design and maintenance.
  • Project or work exposure in tank, piping, civil, structure, painting, insulation engineering, construction or maintenance.
  • Project or work exposure in process design or rotating equipment / terminal equipment maintenance
  • Sound Project Management skills and track record
  • Project proficiency with Engineering and Operational knowledge background and experience in managing tank farms and similar projects
  • Knowledge of technical functional areas for better coordination and timely decision making
  • Familiarity with the company Way and Repeatable Formula and other SHEQ&T and operational standards (internal)

Other:
  • Work location: Jurong Island (transport provided at Jurong East)
  • Work hours: Monday to Friday (8.30am to 5.30pm), Saturday (8.30am to 12pm)
  • Contract duration: 1 year, renewable (Commencent date: 01th September 2023)
