About the Role

We are hiring a

Project Manager (Applications Services)

to support a

government statutory board

in managing and governing its enterprise applications.





The role focuses on project and contract management, procurement governance, billing operations, risk assessment, and compliance. You will partner with business users, solution architects, and vendors to deliver ICT solutions that meet business needs, comply with government policies, and are delivered within cost, scope, and schedule.

Key Responsibilities

Govern ICT application contracts, budgets, compliance, reporting, and billing. Draft/review tender specifications and evaluate proposals from vendors. Execute ICT procurement processes in accordance with government policies. Manage billing governance: month/year-end closing, vendor disputes, and billing frameworks. Track project schedules, costs, risks, and deliverables. Lead vendor onboarding/offboarding and ensure contractual compliance. Prepare business cases, budgets, and contract renewals. Partner with business units to provide billing and project support. Ensure projects are delivered on time, within budget, and aligned to business objectives. Conduct risk assessments and recommend mitigation strategies. Ensure ICT solutions adhere to IT management policies and security guidelines.

Requirements

Degree in Information Technology, Computer Science, or related discipline. 8-10 years of relevant experience in

IT project management, ICT procurement, and governance

. Familiarity with

government ICT environment, procurement, and contract management practices

is preferred. Strong skills in stakeholder engagement, vendor management, and compliance. Excellent communication, negotiation, and presentation abilities. Proactive, self-driven, and able to balance analytical and people aspects. Experience in ICT risk assessment, governance, and compliance activities.

Do you have at least 8 years of experience in IT project management with focus on applications (not infrastructure)?

Do you have hands-on experience with ICT procurement, contract governance, or government procurement processes?

Do you have prior experience managing vendors and ensuring compliance/risk governance in ICT projects?
