What the role is:
The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime. As a Project Manager in the Traffic Police (TP) within Singapore Police Force (SPF), you will bridge technology and operational policing needs through effective IT project management, delivering digital solutions that enhance traffic police operations and service delivery. You will be placed under the management Executive Scheme
What you will be working on:
Your key responsibility areas include: Organise and facilitate key project meetings o Plan, schedule, and coordinate regular project meetings including steering committee sessions, technical working groups, stakeholder consultations, and progress review meetings with appropriate attendees from TP, SPF headquarters, and external partners. o Prepare comprehensive meeting agendas, briefing materials, and supporting documentation to ensure productive discussions and informed decision-making among all participants. o Facilitate meetings effectively by managing discussions, capturing key decisions and action items, and ensuring all stakeholders have opportunities to contribute their expertise and concerns. o Distribute detailed meeting minutes and follow-up communications to track progress on assigned tasks, escalate issues requiring senior management attention, and maintain clear accountability across project teams. o Coordinate with various departments to secure appropriate subject matter experts and decision-makers for critical project milestones, ensuring the right personnel are engaged at the right stages of development. Product strategy and stakeholder engagement o Conduct thorough needs analysis by engaging with frontline officers to understand operational challenges and translate these requirements into technical specifications for development teams. o Develop comprehensive product strategies in collaboration with the project team that align with SPF's digital transformation roadmap and enhance traffic police operations. o Collaborate closely with TP officers, technical teams, and TP senior management to identify, conceptualise, and deliver digital solutions. o Present strategic recommendations and project progress to senior leadership through detailed reports and stakeholder presentations at key meetings. Product development and lifecycle management o Oversee the entire product/project lifecycle from initial concept to deployment and maintenance, ensuring solutions meet stringent security requirements and government standards. o Manage project timelines, budgets, and resources while adhering to government procurement guidelines and IT governance frameworks. o Coordinate with various units and departments within SPF, as well as external vendors and government technology agencies, to ensure seamless integration of new systems with existing police infrastructure. o Ensure all solutions comply with government cybersecurity standards and data protection guidelines. Change management and technology adoption o Develop comprehensive change management strategies to help officers adapt to new technologies and digital workflows. o Guide cross-functional teams through digital transformation initiatives, providing leadership and direction throughout implementation phases. o Stay current with emerging technologies and best practices in digital government services to inform product development decisions. o Establish training programmes and support systems to facilitate smooth technology adoption across TP operations.
What we are looking for:
REQUIREMENTS Knowledge and skills o Field of studies in Information Technology, Business Administration, Engineering, or related fields. o Understanding of IT governance frameworks, with willingness to learn government-specific guidelines and cybersecurity standards. o Excellent command of English with strong verbal and written communication skills for both technical and non-technical stakeholders. Experience o Previous experience in IT project management, product management, or business analysis. Experience in government, law enforcement, or highly regulated environments would be advantageous. o Knowledge of operational systems, process improvement, or public service delivery would be beneficial. o We encourage applications from private sector project / product managers eager to apply their skills in public service.
