About the Role
We are seeking an experienced Project Manager to lead and deliver ICT projects that enhance digital transformation and operational excellence within a public sector environment.
This role plays a critical part in ensuring that projects are delivered on time, within budget, and aligned with business outcomes, while maintaining the highest standards of governance, security, and service quality.
Key Responsibilities

• Lead and manage the full project lifecycle - from business case development, procurement, and tender evaluation to implementation and closure.
• Define project scope, objectives, timelines, and success criteria, ensuring alignment with organizational goals.
• Manage stakeholders, track project milestones, and mitigate risks to achieve successful delivery.
• Oversee service and contract management during the maintenance phase (including SLA, incident, and change management).
• Ensure compliance with governance, security, and resiliency frameworks.
• Facilitate project workshops, conduct progress reporting, and manage issue resolution.

Preferred Skills and Experience
Candidates may come from one or more technical domains:
Core Project Management

• Degree in IT, Engineering, or a related field.
• Certifications such as PMP, CITPM, PRINCE2, or equivalent preferred.
• Minimum 5 years of ICT project management experience, ideally in medium to large-scale projects within the public sector.
• Strong stakeholder engagement, analytical, and communication skills.

Infrastructure / Technical Track

• Experience in IT Infrastructure, Systems, Cloud, Network, Data Center, or ICT Operations.
• Knowledge of server architecture, networking, IT security, and end-user computing.
• Hands-on experience across full SDLC and project delivery methodologies.

Security Track

• Knowledge of Firewall, IPS, WAF, Proxy, and API gateways.
• Experience with SIEM, threat modeling, and network security architecture.
• Understanding of Singapore Government data security policies and standards.

Change Management Track

• Experience driving large-scale organizational change.
• Strong communication, influence, and stakeholder management skills.
• Familiarity with change management frameworks and methodologies (e.g., Prosci).
