Job Description

The Project Manager is responsible for the successful planning, execution, monitoring, control, and closure of construction projects. This includes managing the project's scope, schedule, budget, quality, safety, and coordination among all stakeholders to ensure timely and cost-effective completion that meets contractual and regulatory requirements. The project manager's role requires being present at the construction site on a daily basis.





Key Responsibilities



1.1. Project Planning & Initiation


Develop and implement detailed project execution plans, timelines, and resource plans. Coordinate with design consultants, clients, and internal teams during the project kick-off phase. Review contract documents, specifications, drawings, and ensure full understanding of scope.


1.2. Execution & Monitoring


Lead and manage the full lifecycle of the project--from mobilization to handover. Monitor construction progress to ensure it aligns with the approved schedule and budget. Identify and resolve issues, bottlenecks, and conflicts that may impact progress. Review and approve construction methodologies, work programs, and material submissions. Ensure site execution aligns with the latest approved drawings and revisions.


1.3. Team & Contractor Management


Supervise and lead project teams, including site managers, engineers, supervisors, and safety personnel. Manage and evaluate subcontractor performance; ensure adherence to work scope and timelines. Coordinate across departments (e.g., M&E, civil, architectural) to ensure seamless integration.


1.4. Quality Assurance


Ensure work is carried out in accordance with the contract, technical specifications, and quality standards. Lead quality inspections, audits, and ensure proper documentation of testing and approvals. Handle non-conformities and ensure prompt rectification.


1.5. Cost & Contract Administration


Monitor project costs and budget utilization; flag potential overruns. Work with Quantity Surveyors to evaluate variation orders (VOs), progress claims, and final accounts. Manage procurement timelines. Monitor project profit and loss (P&L) on an ongoing basis, identifying any risks to profitability. Track and control direct and indirect costs, including labour, materials, equipment, and subcontractor expenses. Monitor manpower deployment and costs to ensure alignment with budgeted productivity and timelines.


1.6. Client & Stakeholder Coordination


Serve as the main point of contact for the client, consultants, and key stakeholders. Prepare and conduct regular project meetings, progress reports, and presentations. Ensure compliance with statutory and authority requirements (e.g., BCA, LTA, NEA, MOM, PUB, SP Power).


1.7. Safety & Compliance


Ensure all construction activities comply with Workplace Safety and Health (WSH) regulations. Promote a strong safety culture among all workers and contractors. Support the site team in implementing and enforcing safe work procedures. Leader in Risk Management Plan


1.8. Reporting & Documentation


Prepare and submit regular progress reports, status updates, and risk assessments to senior management. Maintain organized records of project correspondence, drawings, approvals, and key milestones. Lead the preparation of the project completion report and ensure a smooth handover.


Minimum Requirements



Degree in Civil Engineering, Construction Management, or equivalent. Minimum 8-12 years of experience in construction, with at least 3-5 years in a project management role. Familiar with construction methodologies, sequencing, and overall construction processes Strong leadership, communication, and stakeholder management skills. Proficient in project scheduling software. Familiar with Singapore construction codes, authority regulations, and contract forms (e.g., PSSCOC, SIA, REDAS). Able to read and interpret architectural, structural, and M&E drawings to plan, sequence, and coordinate construction activities accurately. Holds a valid Manage Workplace Safety And Health In Construction Sites/ Construction Safety Course For Project Managers (CSCPM) certification Holds a valid MOM approved Work At Height Supervisor Course/ Manage Work At Height (MWAH) certificate. * Optional: Skilled Craftsman in Reinforced Concrete Works (SCRC) certificate
