What's the role?

You will manage the capital projects in accordance with technical specification, quality, within agreed schedule and budget.

More specifically, your accountabilities include the following:

Lead the front-end development an of projects including definition and planning, estimating, requests for endorsement and approvals.

Provide technical support in Project Development phase in term of scope definition, cost estimate, execution schedule and constructability assessment.

Track and control progress of project with regards to compliance to HSSE, standards, schedule, cost, and quality.

Manage the change control procedure to ensure that change is minimized.

Establish Contracting and Procurement (C&P) Strategies, Plans and Procedures for all phases of the project making use of Shell C&P expertise and aligning with the Contractor.

Develop the scope of work, ITB (invitation to bid) and contact, bid evaluation and award of contracts to Contractors.

Work with Project Leads/Managers (during Execute Phase), Turnaround Leads & Planners, to effectively integrate work scope into overall execution strategies in a TA Event.

Initiate and contribute to improvements including plant safety and reliability.

Support continuous improvement in project toward LEAN.

Work closely with other Bukom TAs and Bukom projects to identify opportunities for synergy and cost savings.

Integrate Engineering activities during the Execute Phase and ensure accuracy of approved construction drawing and document for execution.

Verify personnel records and work procedure applicable for the job.

Interface with Operations, Technologists, Engineering, Maintenance & contractors/vendors for development of projects.

Prepare and deliver monthly project progress report during Front End Development Phase.

Coach project/construction engineers in the area of discipline engineering as well as project/construction management matters.

Regularly mentor the project/construction engineers (including contract staff) in the area of project management.

Close out, conduct review and handover project.

What we need from you

We are keen to speak to professionals with a Diploma / Degree in relevant Engineering disciplines, and we hope to see as much of the following:

Minimum 3-6 years relevant working experience in Project Management.

Good understanding of the various international mechanical standards, e.g., ASME/BS; as well as DEP requirements.

Oil/petrochemical industry safety course for supervisors.

High level of communication and inter-personal skills is required to interact with all parties/disciplines.

Competencies:

Project management, project controls and estimating

Engineering standards, health and safety, risk management

Contract management, commercial negotiations

Demonstrated evidence of Enterprise first values and behaviours

Leadership and coaching skills, organizational skills, verbal and written communications
