Job Description


As a Quantity Surveyor, your primary role is to administer and manage various contracts within the project while overseeing crucial workflows, including variations and the EPC Contractor\'s claim process. You will provide valuable insights to the management team on contractual matters, progress payments, variation claims, and cost and time claims throughout the contract\'s lifecycle. Ensuring compliance with contractual requirements, including issuing necessary notices, is a key responsibility.

Ensuring compliance with contractual requirements, including issuing necessary notices, is a key responsibility.

Contract Administration and Workflow Management: Administer various contracts within the project. * Manage workflows, including variations and the EPC Contractor\'s claim process.

Contractual Advisory: Provide expert advice to management on contractual matters. | Advise on progress payments, variation claims, and cost and time claims with the EPC contractor and client throughout the contract duration.

Contractual Notices: Ensure the issuance of all contractual notices aligns with project contract requirements.

Variation Review: Review variation order requests and proposals. | Assess associated variation costs.

Cost Impact Assessment: Review and advise the Project Manager/Director on the cost impact of variations to project specifications.

Final Account Preparation: Prepare the final account for settlement with contractors.

Valuation and Cost Analysis: Value completed works and analyze them against the existing budget.

Cost Monitoring: Manage and monitor actual costs versus the project budget.

Contract Administration: Assist in the preparation, negotiation, and administration of both pre and post-contracts. | Responsible for any necessary bill of quantity preparation, quantity measurement, and cost estimation.

Payment Claims: Assess and prepare payment claims for submission to the client. | Submit invoices after payment claims are certified.

Payment Responses: Assess and prepare payment responses to EPC contractors, subcontractors, and others to ensure compliance with the SOP Act (Security of Payment Act).

Tender Documentation: Prepare tender documentations, including cost reports and cost plans. | Administer the tender process, evaluate tenders, and submit tender recommendation reports. * Ad Hoc Tasks: Perform any additional tasks or assignments as directed by management.

Job Requirements

  • Hold a recognized Degree/Diploma in Quantity Surveying or Engineering (Civil, Mechanical, Electrical, or equivalent).
  • Possess a minimum of 10 years of relevant experience in the construction industry, with a focus on contract management, progress payment submissions/responses, and project claims.
  • Demonstrate a strong technical background and sound knowledge of pre and post-contract duties.
  • Have a good working knowledge of forms/conditions of contract.
  • Exhibit proficiency in standard forms of measurement, such as CEMS, SMM, or equivalent.
  • Membership with SISV, RICS, and/or AIQS is advantageous.
  • Capable of working both independently and collaboratively as a team player.
  • Display a proactive, multi-tasking, and self-motivated work ethic, with the ability to meet tight deadlines.
  • Familiarity with tendering and project cost control, along with strong problem-solving and organizational skills.
  • Willingness to work in the Jurong Island area.
