Key Responsibilities
Pre-Contract Stage
Prepare detailed
cost estimates
,
budgets
, and
cost plans
to support project feasibility and design development.
Participate in
value engineering exercises
to optimize cost efficiency and maintain project quality.
Prepare and review
Bills of Quantities (BOQ)
,
tender documentation
, and
procurement recommendations
.
Provide cost and contractual advice to clients and project teams during design and tender stages.
Post-Contract Stage
Carry out
progress payment valuations
and prepare recommendations.
Evaluate
variation claims
,
change orders
, and
extension of time
submissions.
Administer contracts, monitor project costs, and manage financial reporting throughout the project lifecycle.
Prepare and finalize
project final accounts
and related documentation.
Support clients in managing risk, cost control, and contract compliance.
General Duties
Provide
contractual and commercial advice
on claims and project-related matters.
Coordinate with internal teams, clients, and consultants to ensure all deliverables meet project objectives.
Contribute to continuous process improvement and quality management within the division.
Undertake any other duties as assigned by the management.

Job Requirements
Bachelor's Degree in
Quantity Surveying
,
Building
, or a related discipline from a recognized institution.
Minimum
3 years of relevant experience
in a
consultancy or cost management firm
.
Candidates with more experience may be considered for a
Senior Quantity Surveyor
position.
Membership or pursuing membership with
SISV
and/or
RICS
will be an advantage.
Strong understanding of
Singapore construction codes, regulations, and standard forms of contract
(PSSCOC, SIA, etc.).
Excellent
analytical
,
numerical
, and
contract administration skills
.
Proficient in
Microsoft Office
and measurement software (e.g., CostX, Cubit, or equivalent).
Excellent communication and interpersonal skills, with the ability to work effectively in a team-oriented and fast-paced environment.
