Job Description




The Capital and Liquidity Management (\xe2\x80\x9cCLM\xe2\x80\x9d) Specialist provides deep subject matter expertise, to functional colleagues and internal stakeholders, on one or more specific functional subject area/regulation (e.g. stress testing methodologies and scenario analysis, calculation of adjustments/reserves) for the effective management of capital and liquidity positions, in line with the bank\xe2\x80\x99s policies and regulatory requirements. The CLM Specialist performs detailed analysis, highlighting capital and liquidity risks and recommends solutions to actively manage these risks. They may also help develop and implement tactical solutions to optimise funding for the bank, including management of the liquidity pool and associated risks. Where relevant, they may develop and execute risk management strategies and manage risks within authorised limits. They may also execute the bank\xe2\x80\x99s issuance plans and / or devise and maintain structures to improve the liquidity of business assets.

The CLM Specialist is responsible for developing best practice approaches and building subject matter capability within the function, in response to the changing regulatory landscape. They will manage relationships with relevant stakeholders and collaborate with colleagues within/across functions to support the execution of the business strategy and achievement of the bank/division objectives.

About Treasury:

Treasury is part of the Finance division with the Group Treasurer reporting to the Group CFO. The function is responsible for the sourcing, management and optimisation of liquidity and capital to deliver high-value risk management decisions. This is underpinned by a best-in-class risk framework that enables Treasury to identify the Bank\xe2\x80\x99s resource demands, set incentives by allocating resource costs to businesses and manage to evolving regulation.

Treasury\xe2\x80\x99s mandate, which encompasses the Bank\xe2\x80\x99s funding strategy, Asset and Liability management (ALM) and management of liquidity reserves, supports businesses in delivering on their strategic targets at global and local level. Treasury manages the optimization of all financial resources to implement the group\xe2\x80\x99s strategic objective and maximize long-term return on shareholders\xe2\x80\x99 equity. The Group Treasurer is based in London and the Treasury function operates across the globe with major hubs in Frankfurt, London, Singapore and New York.

Summary:

The successful candidate will be an experienced, independent and self-motivated contributor to the global Liquidity Management team in Treasury. As the person will lead various efforts in the overall liquidity management in APAC, the role demands a high level of commercial awareness, technical risk expertise and the ability to build relationships and manage a wide variety of stakeholders, including Business Heads, Liquidity Risk Management, Finance Reporting teams, and other Treasury Balance Sheet Management teams.

Your key responsibilities:
  • Based in Singapore, the candidate will be responsible for:
  • Analyzing and identifying shortfalls or weaknesses in Bank\xe2\x80\x99s internal liquidity and funding frameworks
  • Contributing ideas and making proposals for further enhancement internal liquidity models and frameworks
  • Working closely with peers in the other major Treasury hubs to ensure consistency of model development and sharing of best practices and ideas
  • Lead various efforts in the overall liquidity stress test methodology implementation in APAC, balancing between the global & local requirement.
  • Optimize and steer the liquidity requirement across all APAC locations based on various constraints.
  • Implement global projects in APAC
  • Drive innovation process to automate processes and enhance data analysis capability

Your skills and experience:

The candidate should have:
  • 5+ years of relevant experience in Treasury or balance sheet or asset & liability management (or equivalent track record) within the Business Division
  • Experience in leading implementations of liquidity framework (Pillar 1 and 2) or models involving multiple dependencies and stakeholder groups
  • Data analysis background and programming knowledge
  • Good understanding of various business products and their liquidity implication
  • Experience in building relationships with business and infrastructure managers
  • Excellent communication, presentation and problem-solving skills
  • A history of taking initiative, being pro-active and ability to work independently
  • Bachelors or equivalent degree in a relevant financial discipline
Role is required to be performed on-site at One Raffles Quay office. Relevant vaccination requirements may apply.
