The position is responsible for providing technical support and guidance to Field Offices (FO) to implement advocacy and external engagement plans, according to the country context and is aligned to WV partnership strategy - Our Promise 2030 - policies, standards and priorities, to achieve the well-being of most vulnerable children in the South Asia and Pacific Region (SAPO).

Assist in embedding advocacy with other lines of Ministry in alignment with partnership policies, strategies and standards to enhance field offices can achieve strategic objectives through advocacy and external engagement as defined in the Partnership Strategy- Our Promise 2030.

Serve as a technical resource person for the Advocacy & External Engagement Line of Ministry to ensure program quality in the successful delivery of advocacy project models (i.e. CVA and Local Level Advocacy), Sustainable Development Goals, and WV flagship campaign It Takes a World to end violence against children.

Provide technical support in the development and implementation of advocacy programmes in SAPO through coordination of capacity building events and managing research information and resources.

The South Asia and Pacific region is made up of 10 country offices located in Bangladesh, India, Indonesia, Nepal, Philippines, Sri Lanka, Papua New Guinea, Solomon Islands, Timor Leste and Vanuatu.. The role of the South Asia Pacific Regional Office (SAPRO) is to provide direction, guidance and technical support in the effective implementation of the regional strategy to achieve the child well-being aspirations of WV.

The position requires ability and willingness to travel domestically and internationally up to 30% of the time.

STRATEGY MANAGEMENT

Support the Advocacy and External Engagement Director, in development, implementation and monitoring of the Regional Advocacy and External Engagement plan in SAPO

Assist in the development of regional advocacy capacity building strategies, priorities and business plans ensuring alignment with regional and global advocacy priorities.

Support the development of regional guidelines and standards relating to advocacy and support and embedding into systems and structures.

Ensure successful implementation of the global advocacy campaign (i.e. It Takes A World) and external engagement initiatives in the Asia Pacific Region.

OPERATIONAL & TECHNICAL SUPPORT

Support in integration of advocacy and external engagement priorities in all thematic priorities identified under the national and global strategies to enhance child wellbeing in SAPO.

Support FOs in implementation of national and local advocacy models such as CVA and Social Accountability in general.

Provide technical support and guidance to FOs for design, implementation and monitoring of advocacy initiatives, and effective integration of project models as part of technical programs and grant projects, in alignment with national strategy.

Work with National Offices to leverage field evidence to influence national policies.

Work closely with the FO campaign focal points to collaborate on Implementation of EVAC global campaign.

Participate in / facilitate relevant advocacy events at National, Regional and Global Center as required by Advocacy and External Engagement Director.

CAPACITY BUILDING

Support the development and implementation of an integrated regional advocacy capacity building plan according to national advocacy priorities, global strategy.

Coordinate training, forum or workshops related to advocacy aligned to regional capacity building plan.

Share / facilitate access to advocacy resources and appropriate learning and support opportunities for Field Offices. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring and organizing online learning sessions.

Support Advocacy & External Engagement Director in the management of request for support from Field Offices, TSOs, etc.

KNOWLEDGE MANAGEMENT

Support the continuous learning through documentation of advocacy programs and models that best support the mission of World Vision.

Documenting good practices contributing to regional newsletters, publications and documentation in collaboration with Media and Communications team.

Enable Field Offices to share good practice or access online resourses.

Facilitate the formation of regional advocacy forums/ networks that contribute to strategic action and promotes learning.

Contribute to mutual learning between FOs within the SAP Region and between regions by disseminating evidence-based practices in advocacy.

Support learning reflections of advocacy response and implementation that will contribute to the development of advocacy models that is integrated with the HEA and Development to enhance the well being of children.

Participate in research and analysis to build evidence to support areas of advocacy and policy engagement within SAPO.

Coordinate data collection and reporting on Advocacy Strategic Measures and other reports aimed to ensure quality of advocacy initiatives.

Support Advocacy and External Engagement Director in preparation of advocacy reports, position papers and concept papers on Child Wellbeing issues that can contribute to policy dialogue.

QUALITY ASSURANCE

Support National Offices in ensuring adherence to WV Partnership policies, protocols and standards related to advocacy (i.e Advocacy Support Matrix, PQSR, Partnership Dashboard, etc.).

Support the A&EE Director in addressing quality issues and needs in Field Offices.

Follow up with FOs to implement recommendations and plan of action related to advocacy suggested in the ASM Report, PQSR and other global and regional assessments of the national office programs.

INTERNAL LIAISON & COORDINATION

Participate and actively contribute to the partnership forums, working groups and networks related to advocacy as deemed necessary by regional leadership.

Work with other members of the Ministry Impact & Engagement team to ensure that advocacy is understood and integrated within the broader ministry of World Vision in the region and embedded into regional grant-funded projects.

Support A&EE Director in its role within the Regional Research Committee, bringing in advocacy and external engagement lens.

EXTERNAL RELATIONS

Support active engagement with international organizations, government agencies, media, partners and communities to enhance World Vision's influence and credibility on advocate issues to improve wellbeing of children and promote advocacy messages.

Advice National Office advocacy teams in partnering with external agencies as prioritized by SAPO leadership, advices by the A&EE team.

Maintain good external relations with partner agencies to foster collaborative relationships and network during collaborative advocacy programs in the region.

GENERAL

Contribute to the effectiveness of the Ministry Impact & Engagement team and other functions within the region promoting mutual learning, support and accountability.

Participate in devotions and other activities that enrich and develop mutual growth in Christ.

Perform any other tasks assigned by the Advocacy and External Engagement Director.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience:

Bachelor's degree qualifications and/or professional qualification in Social Science or relevant field

Knowledge of Humanitarian industry, Child Rights, Child Development

High level understanding of advocacy approaches and social accountability models

Understanding WV vision, mission, development and HEA standards

Strong analytical, organizational, problem solving, collaborative, facilitation and time management skills

Able to work with minimal supervision

High level of awareness of global and regional socio-economic, political and environmental issues

Cross cultural and facilitation skills

Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint

Preferred Knowledge and Qualifications:

At least 3- 5 work years' experience with INGO

Direct experience in implementation of advocacy strategy, capacity building training and conducting research

Experience in dealing with INGO, IO, UN and Embassy representation and coalition building
