, SingaporeJob Family Group: Maintenance, Reliability and TurnaroundsWorker Type: RegularPosting Start Date: January 26, 2024Business unit: DownstreamExperience Level: Early Careers:Where you fit inYou will manage SJI (Shell Jurong Island) maintenance proactive and reactive jobs and coordinate integrated schedule with Production and stakeholders to produce a resource-optimized maintenance execution baseline plan.What\xe2\x80\x99s the role?The Scheduler is responsible for integrated scheduling maintenance activities in SJI production units including construction and non-routine maintenance.Your primary duties also include the following:

  • Compliance to HSSE standards and requirements to make SJI a safe place to work, and accountable for all assigned Critical activities
  • Perform Authorized Applicant/Authorized Engineer as per SJI Permit to Work (PTW) requirement.
  • Drive high standard of personal accountability & performance to deliver the Site & Department goals and target.
  • Active participation in ISO & all maintenance related internal and external audits/surveys.
  • Accountable to perform assigned Critical activities per Process Safety requirements (Hazard Effect Management Process (HEMP), Instrument Protective Function (IPF)/ Instrument Safe Guarding System, etc) are executed as planned.
  • Controller of all SJI in-house contractor resources.
  • Ensure optimum contractor resource utilization.
  • Accountable to deliver/publish optimal daily and weekly work schedules to the relevant stakeholders.
  • Chair daily maintenance activities schedule meeting to provide progress update & look ahead resource planning/scheduling.
  • Ensure preventive maintenance work schedules are developed for equipment and clusters of equipment in a contiguous manner.
  • Ensure timely update of work schedule based on the occurrence of reactive work orders, emergency work, schedule breakers, unplanned shutdown, and pit-stops.
  • Determine actual level of resources available with respect to projected level of resources available and its impact on work schedule. Develop work schedule based on work order backlog that is optimized to the existing resources available.
  • Track and update schedule changes due to interruptions of emergency & schedule breaker work orders.
  • Track & monitor both proactive and reactive work orders are timely scheduled before the due date.
  • Ensure the integrated schedule is reviewed regularly based on actual field execution and inform planners to revise/update the equipment task list accordingly.
  • Monitor the level of work order backlog for scheduling in relation to the availability of resources and recommend improvement plans.
  • Link individual Activities to Resource id in the schedule for tracking, monitoring and optimize contractor resources.
  • Forecast integrated resources requirements based on 90days look ahead meeting.
  • Tracking of related Maintenance Department KPIs and recommend necessary actions to improve them.
  • Contribute and participate actively in site cost improvements.
  • Improve effectiveness of maintenance scheduling e.g., bundling of Preventive Maintenance (PM) and Corrective Maintenance (CM) to lean out the schedule and optimize the resources.
  • Work with Production to ensure AMS work processes are executed as designed and are delivering results, e.g., ensure compliance with ME - Integrate Maintenance Schedule RP and other Shell Group business objectives.
  • Share Scheduling best practices across SJI operating units. Protect Hard and soft week schedule.
  • Coordinate with Operation Maintenance Coordinator (OMC), Production teams, Plant Engineers, Contractors, workshop, and other supporting functions to ensure the routine maintenance / non-routine maintenance work schedule is optimal, realistic, and executable.
  • Critical Activities - Ensure planned inspection/ PMs are carried out according to schedule defined in GSAP to provide that it maintains the original functionality e.g., electrical equipment.
  • Critical Activities - Follow all Maintenance department critical procedures. Plan & Schedule the PM for HEMP Critical Equipment according to documented GSAP interval. Plan & Schedule repair in response to GSAP notification in order of priority defined by GAME ME Prioritization Tool.
  • Critical Activities - Ensure safety & emergency equipment is always maintained via adequate PM as per schedule and plan and available for use.
  • Identify waste elimination and LEAN maintenance opportunities for maintenance, and work with relevant key stakeholders to implement gap closure plans.
  • Use Computerized Maintenance Management System (CMMS) in compliance with the global maintenance and business processes.
  • Perform standby duty coverage for own engineering discipline. Carrying out any other related duties as required.
Decision-Making
  • Resolve conflicting resource requirements to ensure the development of an optimized work schedule.
  • Evaluate and determine the optimal level of resources required on site.
  • Rearrange the schedule of maintenance activities due to Emergency and Schedule Breaker (E & SB) priority emergence work or bundling the schedule for equipment within the same process unit/system.
  • Re-arranging the schedule of preventive maintenance activities to take advantage of the occurrence of reactive maintenance work orders, unplanned unit shutdown and pit-stops.
What we need from youWe are keen to speak to individuals with as many of the following:
  • Degree/Diploma in Mechanical Engineering, or Trade Certificate with professional experience.
  • At least 3 years relevant experience as plant engineer or equivalent.
  • In-depth knowledge in: HSE Performance management, Risk Management, sustaining Process Unit reliability and integrity, Plant Operations & Business Operations, Commercial & contractual development and implementation, and cost & budget control.
  • Demonstrated Skill in planning and compiling Maintenance & Integrate Activity Schedule, and championing Customer Focus.
  • With experience in the use of PrimaVera P6 and other Process Technology.
  • Builds shared vision, demonstrates courage in managing change; motivates, coaches, and develops the team.
