The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the first responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our City in Nature.

As a key member of the Veterinary Health Division, you will lead workforce competency and capacity building initiatives for animal and wildlife biosurveillance and biosecurity, including contingency preparedness. You will champion the promotion of wildlife health and trade issues in both regional and international arenas. You will also develop a pipeline of service providers and strategic partnerships to support animal and wildlife biosurveillance efforts.
You will be involved in the following duties:

  • Developing content on biosurveillance and biosecurity and deliver targeted engagement and training sessions for diverse stakeholders, including both scientific and lay audiences to communicate critical biosurveillance and biosecurity information, gather relevant data and insights, and utilize various mediums including scientific writing, educational materials, and face-to-face outreach.
  • Establish and nurture partnerships with experts in the field of wildlife health and trade, both locally and internationally, to foster knowledge exchange and collaboration.
  • To contribute to the review of animal and wildlife biosurveillance programmes.
  • To contribute to establishing AVS as a globally recognized leader in animal and wildlife health initiatives.
  • Design and conduct stakeholder surveys to assess needs and evaluate programme effectiveness.
  • To advance the animal industry in Singapore and regionally through development initiatives, manpower training programmes and research in key areas. This may include:
  • Develop content on animal welfare based on local and international standards and deliver engagement and training sessions for stakeholders, as well as to track the progress of these programmes
  • To share knowledge in the fields of animal welfare, biosecurity and biosurveillance to stakeholders to enhance the standards in Singapore and regionally.
  • Develop and coordinate contingency preparedness plans with internal and external stakeholders to manage animal and wildlife diseases
  • Produce high-quality scientific reports and educational content to support programme objectives
  • Manage resources and coordinate the planning and implementation of new programmes, ensuring all project deliverables are met
  • Oversee administrative tasks crucial to the branch's daily operations, including procurement and project logistics
What we are looking for:
  • Areas of study in epidemiology, biological sciences, public health, veterinary sciences, animal sciences, wildlife and conservational sciences, or relevant subject areas. A postgraduate qualification with research experience is preferred.
Proficiency in any of the following skills will be advantageous:
  • Project management experience and managing contracts and financial grants.
  • Stakeholder engagement and communications, and ability to foster and maintain strong relationships with stakeholders.
  • Working with disease and health data and ability to analyse, interpret, synthesise, and provide evidence-based recommendations.
