Job Description


What the role is:The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the first responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our City in Nature.What you will be working on:As a key member of the Veterinary Health Division, you will lead the development and implementation of advanced data analytics and predictive risk modelling projects for animal health biosurveillance, integrate and analyse diverse data streams to enhance national biosecurity measures collaborate with interdisciplinary teams to drive innovation in animal health monitoring and disease prevention, review and evaluate biosurveillance programmes, lead capacity building initiatives for animal and wildlife biosurveillance, and contribute to policy and operational decisions through data-driven insights.You will be part of the team who will be involved in the following:

  • Design, enhance and implement biosurveillance programmes for animal and zoonotic diseases, including developing information management systems for long term data collection.
  • Develop an integrated analytics and modelling pipeline for animal health data, incorporating artificial intelligence and machine learning techniques, integrating multiple data streams.
  • Process and analyse complex data from multiple sources, including sensor data, electronic veterinary records, and biosurveillance reports.
  • Conduct advanced spatial analyses, including animal contact and movement network analyses, value chain evaluation, and risk mapping.
  • Perform disease transmission dynamics studies, outbreak forecasting, and risk factor analysis using advanced data algorithms.
  • Create and implement operational technologies or programmes to improve community-based participatory surveillance.
  • Provide responsive and timely data management and analytics support during outbreak management.
  • Prepare and present analytical findings and recommendations to both technical and non-technical stakeholders.
  • Manage and guide research collaborations on biosurveillance
  • Management of projects which includes managing resources (e.g. contract with third-party services) and coordinating planning and implementation of new programmes to ensure all project deliverables are met
  • Oversee administrative tasks crucial to the branch's daily operations, including procurement and project logistics
What we are looking for:
  • Post-graduate degree in Data Science, Computer Science, Epidemiology, Biostatistics, Veterinary Science, Biological Sciences, Public Health or a closely related field.
Proficiency in the following skills will be advantageous:
  • Working or research experience applying advanced data analytics and predictive modelling in public health or related fields.
  • Demonstrated expertise in AI and machine learning applications for health-related data analysis.
  • Proficiency in programming languages such as Python, R and other statistical software for data analysis and modelling.
  • Experience with big data technologies and cloud computing platforms.
  • Strong background in statistical analysis and machine learning algorithms.
  • Familiarity with GIS and spatial analysis tools.
  • Understanding of epidemiology, animal health, or related biological sciences is highly desirable.
  • Experience in public health surveillance systems or animal health monitoring is a plus.
  • Excellent project management and leadership abilities.
  • Strong communication skills to convey complex analytical findings to diverse audiences.
  • Stakeholder engagement and communications, and ability to foster and maintain strong relationships with stakeholders.
  • Ability to work collaboratively in interdisciplinary teams.
  • Creative problem-solving skills and innovative thinking.
  • Adaptability and willingness to learn in a dynamic environment.
