Job Description

To be part of a dynamic team and be responsible for the operational planning and execution of the clinical quality structure and ongoing/new Group Medical Affairs strategic initiatives. This involves establishing a system for cluster oversight of NUHS institutions in establishing specific quality and patient safety programmes, action plans and outcomes; and other governance / accountability structure and committees at NUHS level. Where necessary, the individual plays a facilitation and coaching role at the institution to assist in developing of the institution quality framework; and will coordinate opportunities for cross-institution learning.

A key area of work is to drive the NUHS adoption of the MOH Ensure Safer System (ESS) Programme. This would include areas of quality work related to Quality Improvement Methods such as IHI Model for Improvement or LEAN, Quality Standards such as JCI, Change Management.

There would also be involvement in projects related to improving patient care, cluster clinical performance indicators, cluster risk related committees and RI-Sys (Cluster Incident Management System).

and Responsibilities

MOH Ensure Safer System (ESS) * Assist the Director in establishing a Cluster framework for Clinical Quality Standards such as JCI for tracking institution participation and follow-up actions.

• Establish an annual process for facilitating cross-institution Clinical Audits and learning through institution auditors and key ESS Leaders and Primary Contact.
• Ensure an annual process for tracking institution participation in ESS Oro Change Management Programme.
• Track the development of Change Leaders and Master Change Leaders in NUHS Institutions.
• Be a resource for JCI Related Matters and trained as a Change/Master Change Leader.
• Consolidating reports on institution participation and follow-up action on MOH ESS activities for cluster clinical leadership.

Data Analysis and Reporting * Timely review and analysis of data, creation and submission of reports where necessary to identify opportunities for improvement or action in NUHS.

• Track key performance indicators trending and institution actions as necessary.
• Create dashboards to support data provision for senior management reporting.

Cluster Quality Improvement & Innovation Framework * Track for the establishment of a QI Framework in each NUHS Institution.

• Establish regular meetings for institution Improvement Advisors (IHI Trained) and QI Training Leaders to share institution QI plans and cross-learning.
• Facilitate and coach institutions to develop QI Training of Frameworks were necessary.

Job Requirements

• Bachelor\'s Degree in Healthcare or Science with at least 5 years of experience in quality assurance, quality improvement, hospital operations and/or innovation related work.
• Pre-requisite understanding of quality systems, quality improvement or quality assurance skills is required.
• Experience in quality improvement, hospital operations or innovation related work.
• Proficiency in quality improvement methodologies is preferred, e.g. Model for Improvement, Lean Six Sigma, Clinical Practice Improvement Programme, Rapid Improvement Programme, Quality Innovation/Improvement Projects
• A working knowledge of Joint Commission International Standards is an advantage
• Ability to collaborate across stakeholders
• Strong organization, analytical and inter-personal skills are essential, to be meticulous, self-initiated and independent
• Able to work in a fluid environment, amidst rapid changes and multiple demands
• Expertise in Microsoft Office is required
• Basic statistical skills.
• Good oral, written and presentation skills

Soft skills:

• Experience in healthcare industry is a plus but not a must. We value diversity.

• You are confident in generating ideas and able to communicate them clearly to stakeholders.
