What the role is:We would like to invite interested applicants to apply for this position in the Chief Health Economist Office at the Ministry of Health. You will be part of a team of economists that delivers timely and in-depth analysis of the immediate and longer-term impact of our healthcare policies on healthcare utilisation, expenditure, and outcomes. The goal is to provide evidence-based recommendations to assist in the allocation of healthcare resources so as to maximise economic efficiency, health outcomes, and to achieve the Ministry\'s objectives. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:Using economic theory and statistical techniques, you will undertake research and analysis on issues relevant to the Ministry to enable evidence-based policy formulation. These issues include: \xe2\x80\xa2 Establishing and maintaining a framework for the use of health-economics and cost-effectiveness analysis to prioritise and allocate resources within the Ministry. \xe2\x80\xa2 Developing quantitative models to estimate the marginal value of healthcare resources to guide resource prioritisation. \xe2\x80\xa2 Using econometric and machine learning methods to evaluate the impact of past and existing healthcare finance and manpower policies on healthcare utilisation, expenditure, and health outcomes. \xe2\x80\xa2 Communicating research findings to policymakers and using them to drive policy changes and decision making. You will work in a team of economists, as well as collaborate with policymakers, other government agencies and academics, to develop and conduct these quantitative analyses to address and pre-empt policy needs.What we are looking for:Key Competencies Require \xe2\x80\xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. \xe2\x80\xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. \xe2\x80\xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. \xe2\x80\xa2 Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose. \xe2\x80\xa2 Qualifications and/or relevant experience in Economics, other Social Sciences, Statistics, Applied Mathematics, Data Science, Computer Science or related disciplines with substantial quantitative or computational content. \xe2\x80\xa2 Experience and ability to utilise data analytics tools to manipulate, cleanse and analyse data (e.g., R, Python, STATA). \xe2\x80\xa2 Excellent communication skills to explain research findings simply and logically to a non-technical audience. \xe2\x80\xa2 Ability to apply research findings to drive policy change. \xe2\x80\xa2 Strong background in Health Economics, Econometrics, Economic evaluation and statistical modelling techniques is an advantage.
