Job Summary:

In this role, you will report to the site Health, Safety and Environmental Manager to support on the planning and implementation of environmental health and safety programs by developing and maintaining a comprehensive occupational safety program for the facility including safety inspections, participate on incident investigations, develop, and provide HSE training and perform related tasks as assigned. The role will help ensure conformity to applicable country standards related to environmental compliance and occupational health and safety.

Essential Duties and Responsibilities:

  • Implement and maintain site HSE legal and other requirements and perform the evaluation of compliances, inclusive of all applicable HSE regulatory licences and/or permits.
  • Implement and maintain the site HSE program to support the deliverable of HSE performance metrics.
  • Oversee the site safety committee & assist in establishing site safety goals & objectives.
  • Implement and maintain the site HSE risk assessment program to identify hazards, eliminate and/or minimize adverse impacts associated with the routine and non-routine activities.
  • Lead and conduct incident investigation to identify the root causes and able to make recommendation to prevent recurrence.
  • Proactively implement and guide site specific Health, Safety, Environmental (HSE) programs and procedures, behavioral safety processes, corporate safety mandates, problem analysis/troubleshooting, and interpretation of applicable regulations.
  • Conduct regular internal audit to evaluate the effectiveness of the HSE management system and ensure the CAPA in place to address the gaps.
  • Implement and maintain the contractor management program/system which including prequalification, onboarding, monitoring, job completion evaluation and review of contractor performance.
  • Implement and maintain site HSE management of change program and able to facilitate the risk assessment pertaining to change/modification.
  • Implement and maintain the site HSE training program which inclusive training needs analysis, preparation of training material and conducting training.
  • Be one of the focal points for manufacturing plant HSE related matter and provide advice and support.
  • Participate in the project planning and turnover process regarding new equipment, plant process improvements, and modifications to the plant from the HSE perspective.
  • Perform necessary duties /support as required to support the functional of site HSE.
Basic Qualifications:
  • Degree in Safety, Engineering, Science or related field
  • 5 years relevant experience in HSE field
  • Certified Workplace Safety & Health Officer
  • Knowledge of relevant Singapore Workplace Safety and Health, fire safety , environmental and pollution control regulation Codes of practice
  • Must have excellent interpersonal & problem-solving skills & be able to interface with employees in all levels of the organization; must possess good organization, time-management, negotiating & conflict resolution skills; excellent computer skills (including MS Office experience using Word & Excel) required.
  • Experience writing and implementing HSE procedures and work instructions.
Preferred Knowledge, Skills, and Abilities:
  • Experiences in pharmaceutical industry and chemicals manufacturing industry.
  • Registered fire safety manager
  • Knowledge in ISO 45001

  • Minimal local travel to multiple facilities is required.
