JOB DESCRIPTION Our client is actively searching for a Senior Manager (Central Reserves, Revised Costing Methodology and Tuition Fee Review) to join their team!

To perform the day-to-day operational and reporting matters in the areas of the University\'s Central Reserves, Revised Costing Methodology (RCM) and Tuition Fee costing and review. This includes the consolidating of budget and cashflow requirements, preparing forecasts and long-term projections of the reserves, reporting to Senior Management and Board members, identifying opportunities for process improvement and costing of the University\'s programmes for annual tuition fee proposal submission.

The primary duties and responsibilities are as follows:

1. Budget, Planning & Monitoring

  • Perform budgeting, forecast and long-term projections on the Central Reserves
  • Consolidate and review cashflow and budget requirements
  • Perform variance analysis on changes in financial forecasts and provide value-added insights to changes in business environment to Senior Management and the Board
  • Perform allocation of approved budgets and/or budget supplementation requests, and updates of cashflow projections arising during the year
  • Work with relevant units to facilitate accurate capturing of expenditure under the Central Reserves
2. Fund Management
  • Develop resource allocation plans to support operating and capital budget requirements
  • Monitor overall cash flow and liquidity and respond to unbudgeted operating and capital budget expenditures requirements through resource re-allocation and/or investment fund redemption
  • To plan for investment subscription and redemption
  • Make presentations of Central Reserve position at relevant committee meetings
3. Business Partnering
  • Work with business units to review and provide inputs to submitted funding proposals and ensure key funding information are included
  • Contribute to operational best practices through the review and alignment of current processes and assumptions to enhance efficiency
4. Financial Simulation
  • Perform financial modelling and data analytics on project basis with related recommendations
  • Analyse data and interpret results to detect anomalies/gaps and propose areas of improvement
  • Prepare visually appealing financial reports/dashboard for presentation to management
5. RCM and Tuition Fee Review
  • Compute cost per student of the University\'s programmes and propose fee adjustments to the Senior Management
  • Work with Faculties and Units to incorporate relevant costs into projections
  • Update of Tuition Fees and Miscellaneous Fee tables
  • Liaising and clarifying with relevant parties on matters relating to Tuition Fees and costing
  • Provide inputs and recommendations to improve costing assumptions/ approaches
6. Other Duties
  • Prepare and present relevant materials to the Management and/or stakeholders
  • Any other accounting related functions and reporting requirements
  • Any other ad-hoc duties as assigned from time to time
The ideal candidate will need to have the following qualities and experience:
  • Possess a degree in Accountancy, Business Administration or equivalent awarded by a recognised University, preferably with at least 7-10 years of relevant working experience
  • Working knowledge in SAP, BPC and Power BI will be an advantage
  • Highly proficient in MS Office, particularly Excel and apt in learning new system/ software
  • Meticulous, resourceful, with positive work attitude, hands-on, responsive and adaptive to changes
  • Strong analytical, problem-solving, writing and interpersonal skills
  • Able to communicate effectively across all levels
  • A team player who can contribute constructively and work independently
