Job Description

What the role is:

• Assists Sector Administrator (SA) for Community Sector in the administration and oversight of Community Development and Welfare Funds\' (CDWF) as delegated by CU.
• Consolidates and checks SA\'s submissions to CU.
• Guides Field Governance Offices in checking CDWFs\' compliance with Charities Act/Regulations and other regulatory/statutory requirements.
• Facilitates competency development of PA staff in-charge and Committee Members responsible for CDWFs.
• Coordinates screening of CDWF governing board members, conduct of governance checks and clearance for Charities Transparency/ Governance Awards.
• Monitors and communicates regulatory requirements and policy updates affecting CDWFs.

• Assists in tracking CDWFs\' annual submissions and returns to IRAS on tax deductible donations (TDD).
• Assists in the processing and assessment of Institute of a Public Character (IPC) applications and extensions.
• Monitors compliance of CDWFs with Code of Governance.
• Provides secretariat support to the SA to fulfill his delegated duties.
• Reviews and develops policies relating to CDWFs and PA/CU anti-money laundering workflows.
• Works with Charities Unit (CU) to improve the overall governance and compliance of the Community Sector.
• Works with PA Internal Audit on annual governance checks for CDWF.
• Works with PA Volunteer Management Division on tracking independence requirement of IPCs and term limits of governing board members, particularly Treasurers.
• Collaborates with National Community Leadership Institute to develop training courses for CDWF staff in-charge and governing boards to be effective.
• Verifies and submits statistics to CU for Charity Council\'s annual report.
