The Research Team of the Licensing, Research and Charities branch looks into the operationalisation of the Human Biomedical Research Act (HBRA). The officer will be involved in the planning, coordination and conduct of audits for research institutions and research tissue banks. You will also be involved in the review and development of HBRA policies and processes, as well as stakeholder engagement plans. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. You will be required to : \xe2\x80\xa2 Programme & Project Management - Lead the conduct of inspections and audits to ensure conformance to specifications and recommend improvements. Plan project activities and manage resources while ensuring timely delivery. \xe2\x80\xa2 Legal - Assess and apply the appropriate source of law and legal procedure to simple legal matters, and refer them to the appropriate team or department. Read and interpret legal documents and use adequate legal vocabulary to communicate on the subject, as well as liaise with other officers to the most appropriate sources of legal knowledge. \xe2\x80\xa2 Enforcement - Establish mechanisms and processes for detecting potential infringements/ violations, collating and analysing threats detected. \xe2\x80\xa2 Service Delivery - Manage various stakeholder touchpoints, not limited to the escalation of difficult issues, gathering of feedback, identification of gaps in service delivery. \xe2\x80\xa2 Public Communications -Develop and implement engagement efforts, as well as partner and collaborate with all relevant internal and external stakeholders on the operationalisation of HBRA. \xe2\x80\xa2 Education in Sciences or Health related fields (e.g. Life Sciences, Pharmacy, Nursing, Allied Health) \xe2\x80\xa2 At least two years of working experience in a healthcare or research setting \xe2\x80\xa2 Experience in inspection and audits is preferred \xe2\x80\xa2 Possess integrity and honesty to uphold rules and regulations impartially so as to safeguard research subject and tissue donor\'s safety and welfare \xe2\x80\xa2 Possess good policy and report writing skills \xe2\x80\xa2 Possess good planning and analytical skills \xe2\x80\xa2 Proactive, able to work independently and as a team \xe2\x80\xa2 Able to think on your feet and work under pressure or short timelines with minimal supervision \xe2\x80\xa2 Able to listen and communicate effectively with stakeholders Ideal candidate should also possess the following key competencies: \xe2\x80\xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. \xe2\x80\xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. \xe2\x80\xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. \xe2\x80\xa2 Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose.
