This position is responsible for partnering and supporting the departments in National University of Singapore (NUS) to manage a full spectrum of procurement activities.
Duties and Responsibilities
Support the overall procurement of Central Procurement Office for Building Construction Goods and Services (BCGS) to ensure strict compliance with the University\'s Procurement Policy and Guidelines
Centrally administer, monitor and co-ordinate across all offices, covering the entire BCGS procurement cycle from pre-tender, post-tender and contract management
Draft or review draft tender and quotations to ensure compliance with University Procurement Policy ad Guidelines
Liaise with legal counsel, finance and procuring entities for all procurement matters
Support the tender evaluation processes, including any post-tender clarification
Participate in the evaluation of bids and conduct negotiations to ensure value for money and fairness
Draft and review Tender Recommendation Report for University Tender Board\'s approval
Draft or review draft Letter of Acceptance and liaise with procuring offices and/or legal counsel for vetting of the documents; and liaise with appropriate Signing Authority for endorsement
Perform procurement transactions in NUS\' e-procurement portal (i.e. publication, bid download, award PO creation, and Goods Receipt) to meet Service Level Agreement
Develop a sound supplier network, manage supplier relations and contracts
Identify opportunities to streamline procurement processes and improvements
Regular reporting of procurement performance and spend analysis
Qualifications
Degree in Building and Constructed Related, Real Estate Management, Quantity Surveying or relevant discipline
Minimum 5-7 years (for Manager) and 8 years (for Senior Manager) of relevant working experience in procurement of Construction / Additional and Alterations / Facilities Management
Good working knowledge of public sector procurement procedures, Building Construction Goods & Services and Green, Smart & Sustainable Procurement would be an advantage
Demonstrated ability to handle large volume and complex contracts
Demonstrated ability to handle strategic procurement (for Senior Manager)
Strong interpersonal and people management skills with the ability to work collaboratively with internal and external contacts at all levels
Strong organizational and time management skills
Results-oriented with strong attention to details
Familiar with E-Procurement and ERP Systems
Experienced as a change agent in an organisation
Excellent MS Office and presentation skills
