What the role is:Ministry of Health\'s (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind. You will be part of the MOH Financial Resource Management Division that manages the Ministry\'s budget, financial operations, procurement process and grant/risk management. As part of grant/risk management team, your role will include implementing and reviewing governance policies and procedures to ensure the effective management and oversight of grants within MOH. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:Your key responsibilities include the following: \xe2\x80\xa2 Support the development, implementation and review of MOH\'s grants governance policies, procedures and frameworks \xe2\x80\xa2 Collaborate with relevant stakeholders to administer, disburse and monitor grants to ensure alignment with MOH\'s grants governance objectives \xe2\x80\xa2 Develop training programmes to build capability in grants management and governance for MOH Officers \xe2\x80\xa2 Support continuous improvement and innovation to enhance the efficiency and effectiveness of MOH\'s grants governance processes, leveraging technology and data analytics where applicable \xe2\x80\xa2 Provide secretariat support to the Social Grant Steering Committee comprising various Ministries and Statutory Boards that administer social grants \xe2\x80\xa2 Develop and implement sectoral initiatives for the social sector in the areas of integration and streamlining of grant schemes and administration, enhancement of competencies in data analytics, fraud detection/ investigation and grant training.What we are looking for:

  • At least 4 - 6 years\' working experience in finance, preferably in public sector. \xe2\x80\xa2 Experience in Grant Administration will be useful \xe2\x80\xa2 Proficient in MS Office tools, Government financial systems (NFS@Gov, Fi@Gov) and data analytics \xe2\x80\xa2 Possess critical thinking, analytical and decision-making skills \xe2\x80\xa2 Good interpersonal skills and able to engage and communicate with key stakeholders at all levels \xe2\x80\xa2 Highly motivated with positive working attitude \xe2\x80\xa2 Able to work independently and in a team \xe2\x80\xa2 Inquisitive and possess a high sense of urgency \xe2\x80\xa2 Good written, presentation and digital skills Ideal candidate should also possess the following key competencies: \xe2\x80\xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. \xe2\x80\xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working \xe2\x80\xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. \xe2\x80\xa2 Working Effectively with Stakeholders - Ability to mobilize and rally partners and stakeholders towards a collective purpose. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
