Job Description


What the role is:

  • Develop strategic communications plans to support the Community Development Councils' (CDCs) common flagship programmes.
  • Develop and organise common flagship programmes to support CDCs in complementing government's efforts in engaging and supporting the community.
  • Ensure corporate governance in CDCs and CDC Planning & Development Division (CPD).
  • Outreach and engage community and corporate partners to deepen engagement and grow networks.
Key Responsibilities:Strategic Communications and Brand Management
  • Develop and implement strategic communications for Whole-of-Community Development Councils (CDCs) policies
  • Conduct environmental scans to identify community trends and needs
  • Create and manage central narratives for common flagship programmes
  • Assist in media relations, including press releases and event coordination
  • Drive social media initiatives to increase engagement across platforms
  • Maintain and update CDC website content
  • Implement consistent CDC branding across all materials and platforms
Network Development and Stakeholder Engagement
  • Engage partners and stakeholders to grow and connect communities
  • Manage CDC dialogues, website, and PA Corporate Members
  • Coordinate nominations for PA Community Spirit Awards
  • Assist in expanding partnerships for Whole-of-CDC Community Spirit Awards
Corporate Governance
  • Ensure compliance with CDC Rules and regulations
  • Manage renewal of Institute of Public Character (IPC) status
  • Assist in annual report submissions, asset management, and procurement processes
International Relations
  • Assist the Office of Mayors with international relations matters
  • Liaise with Ministry of Foreign Affairs and overseas counterparts
  • Coordinate international trips, bilateral meetings, and courtesy calls
Common Flagship Programmes Management
  • Handle national schemes across five CDCs
  • Review and monitor programmes to ensure effective resource utilisation
  • Draft reports and prepare presentations on the programmmes
Social Innovation and Community Development
  • Develop and incubate innovative programmes to address complex community needs
  • Identify emerging social issues and propose creative solutions
Secretariat and Administrative Support
  • Manage corporate and administrative functions of CDC Planning and Development Division (CPD)
  • Provide secretariat support for CPD-coordinated meetings and programmes
  • Assist in designing and facilitating Mayors and CPD/CDCs workplan workshops
  • Support the development of overall CDC strategies aligned with PA objectives
Working ExperienceMinimum at least 3 years of relevant working experience in community work and marketing communications. Ability to write, think and develop concepts. Prior experience in marketing, corporate development and communication functions and people sector work would be an added advantage.About People's Association:The People's Association was set up in 1960, in a time of racial and communal strife, to foster racial harmony and social cohesion.
