Job Description


What the role is:The Research and Analytics Division drives MSF\'s research and analytics efforts, to strengthen the nexus between policy, practice, operations, research and analytics to support MSF outcomes, policies and programmes. It also drives the strategy for engagement with the external social research community beyond conducting deep research and data analytics studies, coordinating the social research agenda and building research expertise to support policymaking and programmes for MSF. As a Senior Manager/Manager/ Assistant Manager (Performance Evaluation), you will drive central efforts to advance MSF family\'s performance evaluation strategy and initiatives, including the translation of evaluation efforts to strategic planning and resource allocation decisions. You will also work alongside researchers and non-researchers to apply evaluation methods and best practices in the review of MSF\'s programmes.What you will be working on:

  • Plan and implement strategies to strengthen performance evaluation in the Ministry \xe2\x80\xa2 Develop programme evaluation frameworks/guidelines and knowledge management repositories \xe2\x80\xa2 Develop structures and processes to tighten the performance-resourcing loop in the Ministry \xe2\x80\xa2 Distil key performance trends and insights for senior management, to facilitate the translation of performance evaluation to programme reviews and resource allocation decisions \xe2\x80\xa2 Conduct programme evaluation studies to support evidence-based policy formulation and programme design in the Ministry \xe2\x80\xa2 Work with researchers and non-researchers within and outside the Ministry to advance evaluation know-how for social programmes \xe2\x80\xa2 Promote programme evaluation capabilities and best practices in the Ministry, and contribute to WOG efforts to strengthen programme evaluation
What we are looking for:
  • Good understanding of/or experience with programme evaluation and or Cost Benefit Analysis (CBA) would be an advantage \xe2\x80\xa2 Experience in creating data dashboards will be an advantage \xe2\x80\xa2 Strong project management skills with strengths in systems thinking, process design and internal stakeholder management \xe2\x80\xa2 Strong analytical, communication and interpersonal skills
