What the role is:Youths (defined in Singapore as age 15-35) are an important segment of our population. Being the next generation and the future of Singapore, they will define and determine the future success of our nation. Youths are increasingly civically engaged and have a desire to make a difference. It is important that the views of youths are heard and valued, and that they have sufficient opportunities to partner the Government to make a difference, and to achieve their diverse aspirations in life. The objective of the Youth Division in the Ministry of Culture, Community and Youth (MCCY) is to support our youths to become future-ready citizens who are committed to Singapore.What you will be working on:You will be part of a team that formulates and implements policies and strategies to: Place-make the Somerset Belt into a vibrant youth precinct that is connected to the wider Orchard Road rejuvenation plans, translating the concepts in the Somerset Belt Masterplan into actual developments and programmes. You will work closely with *SCAPE Co. Ltd., a company limited by guarantee under MCCY, as well as other youth partner organisations and corporates, to realise the Somerset Belt Masterplan. Develop national-level strategies to support youth development. To do so, you will engage and work with youths, as well as stakeholders from the private and people sectors, to brainstorm ideas and co-develop a national strategy for youths, and partner stakeholders to implement meaningful initiatives to support youths' aspirations. You will work closely with the National Youth Council to support the aspirations of youths, inspire them to be changemakers, and galvanise the whole-of-society to support youth development. Forge international relations. You will work with the team to advance our interests to establish youth exchanges and networking opportunities for our youths, so as to provide youths with greater exposure in regions such as ASEAN, China, and India. Across these areas, you will be studying youth trends and sentiments, through engagements with youths, and sense-making data from surveys and research studies. You will also analyse data and research from Whole-Of-Government (WOG) sources, to uncover insights and inform WOG policy recommendations. In addition, you will support efforts to drive effective youth engagement and participation, including leveraging digital engagement and participatory place-making, for youths to be part of the co-creation and co-delivery processes, contributing to the larger long-term compact with youths as constructive and active citizens.What we are looking for:Have demonstrated the following competencies: i. Deep Critical Thinking Distil critical issues and sense-make from a wide range of information, arriving at a clear analysis and effective solutions. Understand national objectives and keep the big picture in focus, while being very grounded in real citizens' sentiments. Identify key trade-offs, considerations, and options for issues. ii. Innovative Able to develop new ideas on your own initiative, rather than relying on tested-and-proven solutions. Able to implement and operationalise new ideas (getting things done). iii. Data-Driven Analysis Utilise data analytics, whether directly or indirectly, to translate findings into actionable insights that advance policy analysis and engagement work. iv. Stakeholder Engagement, including Internal Stakeholders: Engage stakeholders to understand different perspectives and interests among diverse stakeholders across public, people and private sector, and diverse archetypes of youths. Build and sustain relationships with stakeholders. v. Other Competencies Good writing, i.e. clear and concise, and presentation skills. Good project management skills, including keeping to deadlines. Excellent communication and inter-personal skills.
