Job Description

  • Coordinate the planning process needed to achieve the long-term planning of staff onboard vessels. * Monitor and assist in the planning, execution, analysis and cost management of all vessel cr Coordinate the planning process needed to achieve the long-term planning of staff onboard vessels. Monitor and assist in the planning, execution, analysis and cost management of all vessel crew changes, including the communication with, placement, orientation and coordination of vessel personnel. Schedule and dispatch crew members and coordinate in the most efficient and appropriate logistics of transportation to get crew members on and off vessels. To verify bio-data and certificates of joining crew being supplied by manning agent are in accordance to our selection criteria and STCW95. Liaise with various manning companies, masters and agents relating to crew selection, deployment and replacement. Travel arrangement of crew joining and off-signing, appointment of agents for crew change. Pre-joining briefing notification, travel arrangement and TV briefing arrangement. Notification of senior officer's change to Owners. Maintain copy of all certificates, passports, seaman books, medical certificates, JSU contracts and flag state endorsements are valid during contract period. Maintain crew appraisal reports, crew list and pre-joining briefing notes. Maintain injury / illness report and minimum safety manning certificate. Send a soft copy of appraisal report for senior officers to respective manning agents. Keep a record of personal history and biodata for seafarers. Arrange Cash advance to Master. Application of Singapore flag state endorsements. To inform P&I Club of required detail of superintendents, workshops technician, OBR crew when they sail with vessel. Crew P&I claim. Estimation of unpaid crew change costs. Check and verify invoices from port agents, crew handling agent for crew change and coding of expenses. To manage sea staff training to upgrade their skills and safety awareness. Record and update medical / Injury cases. To carry out internal audit for overseas agents and internal office. To make preparation for external audits by third parties. To plan, organize and attend overseas crew seminars. To monitor and manage crew rest and working hours of the fleet vessels to comply with MLC requirements. Any other works related to Marine Personnel matters and duties stipulated in the SMS manual. Requirements: Minimum Diploma or Degree holders Preferably ex-Merchant Mariners with 2 years' experience Seafaring background with experience as a Junior Officer or an Engineer with 2 years' experience. Familiar with ISM, STCW, IMO, Flag state requirements, MLC, TMSA and crew's documentation and license Able to work with minimum supervision. Team worker and interpersonal skills.
