Oversee all marine operation matters for vessels (Owned/ Chartered In) in APAC and ensure all processes run smoothly and efficiently.
Ensure that the vessels are maintained with a clean bill of Classification and Statutory certificates including OVID.
Monitor daily reporting of vessel, frontline contact, and interface with each vessel in the operating areas including correspondence with vessels.
To liaise closely with P & I and H & M on all claims for company vessels and to follow up with club/risk management on the investigation and claiming.
To coordinate with other departments including supply chain, crewing, finance, commercial and HSQE for seamless operations and support.
To issue sailing instructions to vessel during mobilization, de-mobilization and whenever required, which include review of passage plan to be used for the voyage, bunker requirements, port of refugee, weather forecasting, employing private maritime security team (armed guards) for the transit to High-Risk Area.
To monitor vessel voyage from departure to arrival by reviewing daily situation report by emails and AIS, Marine traffic and LRIT etc.
Liaison with clients and 3rd party contractors on operational matters and vessel performance including conducting operations meetings.
Assist in managing the crewing function of the vessel under his care that includes recruitment, promotion, dismissal, performance appraisal and reallocation of shipboard personnel jointly with the crewing department.
Operate the vessel within the approved operating budget and preparing the annual vessel operating budget under his care.
Ensure adequate vessel visits to conduct leadership talk as well as vessel inspection/audit with aim to improve vessel condition and crew performance.
Managing and following up on any emergency or other cases that require medical treatment and / or hospitalization / repatriation as per Company emergency procedure and report to HSE dept for further review/action.
Ensure Clients approval is obtained for all job expenses that are back chargeable to Clients. Issue Variation Order form, if required.
Fulfill the role of acting company security officer for vessel / barges under EOS APAC.
Requirements:
Deck Officer Certificate of Competency, preferably to Master level.
Minimum 7 years sea going experience as senior deck officer, preferably with command experience.
Good understanding, knowledge, and experience of offshore marine industry
