Explore more on Cubic.com.Job Details:Job Summary:The purpose of this role is to manage and deliver multi-year Design and Build training facility projects and programs in Singapore and Asia Pacific with overall responsibility for budget, schedule and performance/quality of client deliverables.The Program Manager will also have responsibility for: design management, providing formal responses to technical questions, preparing technical documents, supply chain coordination, internal and client project/program performance reviews, developing and delivering training manuals, and developing and executing bespoke training programsIn addition to live fire range specific program management this role is also responsible for associated long-term Operation and Maintenance management, responding to future tenders, supporting business development and growth within the region for simulation, electronic targetry and other Cubic training systems (e.g. Force-Tracking); product demonstrations within Singapore and overseas.Essential Job Duties and Responsibilities:

  • Serves as primary (technical and program) contact with the customer on assigned projects as well as coordinates customer contact outside of active contracts with the Regional BD team.
  • Establishes and develops tender bid proposals in accordance with tender instructions.
  • Developing technical solutions, specifications designs and associated documentation to govern program performance
  • Identifying, assessing and managing external suppliers and subcontractors
  • Manages program financial performance and updates monthly program cost and progress forecasts whilst ensuring that design and build/O&M contracts stay on budget and schedule.
  • Provides regular reporting on program performance to the Cubic executive management team and client representatives.
  • Identifies technical risks that could impact projects; develops and manages appropriate risk mitigations.
  • Regularly work with and coordinate various internal departments and business functions based overseas.
  • Ensures that Company quality policies, procedures and standards are being adhered to.
  • Develops and supports marketing activities that will aid in growing the business in Southeast Asia and Asia Pacific.
  • Develops proposals for new business. Reviews and approves technical approach, feasibility and cost estimates.
  • Coordinates proposal preparation and technical specifications.
  • Participates in marketing new technology, developing potential new business, and obtaining follow-on business with local representatives within the region.
  • Leads and establishes a safety culture by following all rules and procedures, reporting that promotes safe work practices.
  • Actively contributes to, and participates in, company health and safety initiatives and promotes 5S.
  • Ensures staff follows company security policies and procedures for all projects.
  • Develops strong relationships and partnerships with suppliers and customers.
General Duties and Responsibilities:

  • Compliance with Cubic Occupational Health, Safety and Environment policies and procedures
  • Compliance with security in accordance with established policies and procedures of the Organization and/or the Authority
  • Any other duties as and when assigned
Minimum Job Requirements:
  • Bsc. Degree or equivalent qualification in an engineering or other technical discipline.
  • Chartered Engineer (CEng MICE) or equivalent Preferred
  • Program Management Profession or PRINCE 2 Certification Preferred
  • Minimum 10 years of successful, full lifecycle Project Management experience in a complex Systems Integration environment.
  • Experience in managing large scale programme and project, practical understanding of project methodologies
  • Exceptional Project Management skills including stakeholder management, financial management, project scheduling, resourcing dependency management, risk management.
  • Advanced knowledge in the use of Microsoft Project and Office.
  • Ability to communicate effectively, both verbally and in writing with customers, subcontractors and vendors, and to deal with employees and managers at all levels and across all departments.
  • Strong commercial and financial acumen.
  • Ability to work effectively in a high-pressure environment.
  • Ability to multi-task and effectively manage large complex integration projects.
  • Ability to work with minimal supervision.
  • Ability to travel internationally as needed based on specific project requirements.
