What You Will Achieve

As a member of the Pfizer team, your role will oversee and manage the operational aspects of ongoing engineering projects and serve as liaison between project engineers and planning, project team and line management. In your role, you will review the status of projects and budgets; manage schedules and prepares status reports. You and your team will assess project issues and develop resolutions to meet productivity, quality and client-satisfaction goals and objectives.

Your focus and ability to meet team targets will help in completing important deliverables on time. Your innovative use of communication tools and techniques will make it easy to manage difficult issues and help in establishing consensus between teams. you will

Design Mechanical/Electrical/Instrumentation (M/E/I) system/equipment/piping and project implementation through installation, commissioning, validation, documentation, maintenance and operation troubleshooting in accordance to plant specification, cGMP, EHS and regulatory requirements.

Carry out cost estimation, planned scheduled using MS Project software, project cost control and project report.

Carry out bid preparation, site show, evaluate, recommendation and safety briefing for M/E/I equipment vendor and contractor for the project.

Work with cross function Project team to support other project activities meeting cost, schedule and in compliance with cGMP, EHS and regulatory requirements.

Carry out project safety review such as Risk Assessment, Hazop, PSSR etc

Position Responsibilities

Evaluate equipment and system (include piping) integrity by conducting feasibility study and applying principles of mechanics, thermodynamics, hydraulics, heat transfer and materials.

Improve equipment reliability by through fabrication, assembly, installation processes, testing and validation methods.

Develop testing and validation procedure (with Quality/Validation) by studying test requirements and operating methods.

Prepare bidding document/drawings, carry out bid evaluation and recommendation.

Manage multiple projects/ ongoing work activities of moderate complexity within the department typically involving cross-functional representatives.

KPI\xe2\x80\x99s include:

Safety incident and lost time

Project implementation with schedule and budget

Ability to execute and co-ordinate all engineering design (internally with key stakeholder and externally with engineering firm) independently

Provide engineering information support by coordinating OEM training, developing OJT training materials (with respective maintenance team).

Liaise with Professional Engineers, consultants and government bodies on any planning and submission requirements for project and modification of change (MOC).

Complete assigned projects and modification of change (MOC) without compromise on safety, schedule, specification, quality and within budget.

Supervise the activities of the Upstream / Downstream Tech Services team, (Staff FTE and Contractors as assigned by the Tech Services Senior Manager).

Lead process tech transfer in line with site and company guidance.

Process Definition, including process criticality Bills of Materials, Raw Materials and Consumables.

Provide production timings to support build of operational schedule.

Develop and maintain a work-plan to highlight ongoing activities, future milestones and current and future resource requirements.

Conduct and/or assist in the risk analysis with internal and external sites and providing active support during investigations.

Hire, develop and maintain the technical skill set capability in the team to enable future process tech transfers and multi-product operations.

Work flexibly with Technical Service Leadership Team to deliver key new product introductions and move resources and optimize work practices to ensure that all Technical Service objectives across the site are achieved.

Complete facility fit assessments in support of process transfers and facility design.

Develop and maintain mass balances and process flow diagrams (PFDs) for new processes.

Assist in the development of the Bill of Materials (BOM) and Sampling Plan for new processes.

Support the introduction of new materials and review Supplier Change Notifications (SCN) as required.

Organisational Relationships

Internal stakeholder of key functions such as Production, Quality, EHS, Finance, Procurement, BT and Engineering etc..

Corporate group - PGE

External include Insurance group such as XL-Gaps and Finance Auditors ( KPMG, BCG etc. )

Local and Foreign major Equipment Vendors, Service Providers and their local agents/distributors ( Heinkel, DD, Deluge, Johnson Control and Emerson etc ) and Engineering Design Companies ( AFW, JES, PM and M+W etc.)

Government Agencies such as JTC, LTA, EDB, NEA, SCDF, FSB, MOM, PUB, Singapore Power and Power Grid etc.

Financial Accountability

Capital budget from US$ 5K ( minor projects ) to US$ 5MM

Qualifications

Must-Have

Degree in Engineering.

At least 2 years of relevant experience in Pharmaceutical / Chemical / Petrochemical industry.

Knowledge of reliability maintenance, Utilities Operation and Project Management skills.

Familiar with government code of practice, regulations and current Good Manufacturing Practice (cGMP).

Excellent facilitation and communication skills

Nice-to-Have

Registered Professional Engineer

Strong evidence of problem-solving skills.
