  • Review and familiarized with all M&E related project design, contract documentation, contractors submission, procurement documents, tender package, show drawings, RFIs. etc., in accordance to Singapore Standards, TIA942 tier specifications and Singtel\'s requirements.
  • Responsible for provision of technical solutions throughout the life cycle of a technical service /project whilst assisting stakeholders to overcome any technical issues. Attend and participate in all technical review/evaluation, project reviews, site progress meeting, site acceptance test and factory acceptance test.
  • Recognizes opportunities for business change, communicates them persuasively to appropriate stakeholders.
  • Conduct periodic checks and identify M&E and building facilities for equipment/system improvements, cyclical replacement of ageing, end-of-life/support equipment to ensure operational readiness of essential M&E and building services.
  • Contract management including preparation of sourcing bids, until calling of tenders, quotations, evaluation, negotiation, drafting, preparation of adjudication papers, presentation to management for contract awards, contract binding and administering contracts and payments for M&E services.
  • Act as key person (technical specialist) to plan, coordinate and liaise with internal stakeholders, consultants, main-con, sub-contractors, vendors, suppliers who are involved in the engineering,operations, testing and commissioning aspects of the project. To develop strong working relationships with related parties and to ensure timely & smooth delivery according to Singapore Standards, specifications & Singtel\'s requirements.
  • Leads technical consultancy assignments which involve specialists from various disciplines and takes responsibility for the quality and timely delivery of the team\'s recommendations. Possess extensive experience in producing, reviewing and implementing appropriate documentation such as M&E schematics and drawings.
  • Support other business drivers and project owners in their business case by providing technical solutions and advisory throughout the project process including assisting stakeholders to overcome any technical issues.
  • Facilitate the bidding/negotiations/buyout process of requests for information (RFIs), examine,negotiate on change orders and review and comment on submittals.
  • Prepare and manage in the finalisation of CAPEX budgeting towards AOP, including formulating programs and implementation plans, detailed project budgets and schedules and managing the cash flows and spending.
  • Support in the company\'s high-level tender bid for future business plans; by studying the CFP and details of tender bids, including provide system proposals for submission and providing prompt response to bid queries and clarifications.
  • Able to manage approved electrical consultants, contractors and cost procurement such as budget and cost allocation. Ability to organize and manage multiple projects effectively to manage cost control systems, review and analysis.
  • Overall responsibility for the effective implementation and completion of the project while liaising with relevant stakeholders, implement preconstruction, construction, commissioning and project closeout phases of a development project, establish and maintain project controls and completing projects in a timely and cost effective manner.
Skills for Success:
  • Possess Bachelor in Electrical Engineering.
  • 10 years of related Electrical Facilities experience.
  • Able to handle internal and external stakeholders effectively
