DESIGNATION : Senior Project Manager
RESPONSIBILITIES
Ley Choon Group is seeking a highly experienced and results-driven Senior Project Manager to lead and manage Singapore Power (SP) transmission infrastructure projects, covering underground cable installation, civil works, and utilities coordination. The ideal candidate will have a strong background in utilities infrastructure and deep knowledge of SP Group's project requirements, local regulations, and safety standards. This role requires a strategic and hands-on leader who can drive project delivery from start to finish while ensuring compliance and operational excellence.
Key Responsibilities:
Project Leadership & Delivery
Lead the end-to-end delivery of SP transmission projects, ensuring adherence to project scope, timeline, and budget.
Oversee detailed project planning including scheduling, resource planning, and technical execution strategies.
Ensure alignment with SP Group's engineering specifications, safety regulations, and documentation requirements.
Stakeholder Management
Act as the main point of contact for SP Group, consultants, contractors, and internal teams.
Attend regular site meetings, technical discussions, and client briefings.
Manage expectations and maintain strong working relationships with regulatory authorities and utilities partners.
Technical Oversight & Compliance
Provide technical guidance on underground cable installation, ducting, jointing, and commissioning works.
Ensure strict compliance with SP PowerGrid's Code of Practice, Safety Rules, and LTA/URA requirements where applicable.
Manage site inspections, testing, QA/QC processes, and audits as required by SP.
Risk & Issue Management
Identify, evaluate, and mitigate project risks throughout the lifecycle.
Lead the resolution of technical and operational issues, ensuring minimal disruption to project timelines.
Budget & Resource Management
Develop and manage project budgets, ensuring cost control, value engineering, and financial accountability.
Allocate and monitor manpower, equipment, and subcontractor resources efficiently.
Team Leadership & Development
Supervise and mentor a multidisciplinary project team including engineers, supervisors, and site personnel.
Promote a high-performance culture with strong emphasis on safety, accountability, and continuous improvement.
Documentation & Reporting
Maintain comprehensive project documentation including work progress reports, technical submissions, variation orders, and close-out reports.
Provide timely updates to senior management and clients on project status, risks, and milestones.
Other Duties
Perform any other duties assigned by the Head of Department or senior management in line with business needs.
QUALIFICATIONS
Bachelor's Degree in Civil Engineering, Electrical Engineering, or related discipline.
Minimum 8 to 10 years of relevant project management experience, with at least 3 years in SP Power or utilities-related projects.
Strong understanding of SP Group procedures, utility coordination, and regulatory compliance in Singapore.
Excellent leadership, communication, and stakeholder management skills.
PMP or equivalent certification is an advantage.
Familiarity with project management tools and site management software.
Possession of a valid Class 2 or 3 driving license is an advantage (to support site mobility).
