Job Description


  • Manage the Supervision team to monitor
  • Supervise and inspect works as directed by CAG, QP(S), SO, and/or the project consultants, including planning the roster shift duties based on the work schedules of the contractors
  • Ensure the welfare of the personnel reporting to him is well taken care of. The shift roster shall comply with all relevant Acts and Regulations
  • Together with the QP(S), provide overall team direction and management to realize the project objectives and activities including M&E works and as required by the OIC and his consultants, ensuring that the project is delivered to the highest technical and safety standards
  • Assist the OIC in contract administration and construction management; CAG may appoint the SRE as Assistant to OIC\xe2\x80\x99s Representative to perform this role
  • Review and comment on Contractors\xe2\x80\x99 proposals, method statements, designs, etc
  • Notwithstanding the Temporary Works, ERSS and Design and Build Works are designed and supervised by the Contractors, to assist the QP(S) and QP(S)(Geo) in reviewing the construction proposals and implement supervision oversight of these construction works carried out by the Contractors
  • Lead the REs and RTOs to check all drawings (including shop drawings, and construction drawings) and specifications for discrepancies and to report to the QP(S), consultants, or the OIC
  • Overview of the quality system implementation, materials approval, and compliance testing procedures
  • Attend QAQC meetings, monitor, and ensure the quality of all works being carried out
  • Together with the safety team, provide an overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site, provide safety oversight, and ensure main contractors and their subcontractors adhere to the approved safe work procedures for the works and all relevant CAG and regulatory safety requirements
  • Manage interface points between packages of work, the scope of work, and that of other parties working on site Identify potential problems during construction and work to mitigate them
  • Monitor project progress and propose measures to ensure timely completion
  • Prepare necessary progress and status reports for the update to CAG and all stakeholders on the project progress
  • To ensure all construction works will not impact or affect the operations of Changi Airport
  • To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies
  • Monitor and report to the OIC and consultants on quality, workmanship, WSH and aerodrome safety, security, housekeeping, and stakeholder relationship issues of main contractors, sub-contractors, and direct contractors/ suppliers at site
  • Carry out inspections and assist CAG in taking over completed works
  • Coordinate and compile the As-Built information for record purposes in a timely manner
  • Monitor the quality and progress of rectification works during the Defect Liability period of the Works
  • Handle and manage staff, deployment of staff, shift rostering, overtime, leave approvals, staff performance appraisal reports, and staff development
  • Be conversant with all procedures in the latest versions of the Changi Aerodrome Manual, Airside Works
  • Procedures Manual (AWPM), Airport Operational and Safety (AOS) requirements, and CAG Engineering &
  • Development Group\xe2\x80\x99s Safety Management System Manual; to make a conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures, and all applicable airport circulars
  • Carry out any other duties related to the Project, for example, consolidating and analyzing data and trends of the main contractor\xe2\x80\x99s work and productivity, including administrative tasks as directed by CAG


Qualifications and Requirements:

  • Minimum ten (10) years of relevant experience as a civil engineer, of which at least eight (8) years on projects similar in size and complexity; in particular diaphragm wall construction, deep excavation works using top-down construction and major construction works involving drainage, pavement, taxiways, and runways
  • Possess a Civil and Structural Engineering degree recognized by the Professional Engineers Board of Singapore
  • To have a certificate in Workplace Safety and Health Management in Construction Industry Course or equivalent
  • Past project experience in leading supervision teams in projects of similar nature. He/she must demonstrate a proven commitment to safety and health on site, possess excellent leadership qualities, and organizational and interpersonal skills
  • Be accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore;
  • Be conversant with statutory codes and requirements for site supervision, quality control procedures, safety and health, construction administration, and submission of progress reports;
  • Possess good analytical ability with strong verbal and written communication skills. He/she shall be competent in keeping and maintaining proper and updated site records on the progress of work, including safety and health;
  • Possess strong supervision and leadership skills, and be proactive in resolving and managing site issue with good team spirit
