About the Department
The Technology and Operations function is comprised of five teams of specialists with distinct capabilities: business partnership, technology, operations, risk governance and planning support and services. We work closely together to harness the power of technology to support our physical and digital banking services and operations. This includes developing, centralising and standardising technology systems as well as banking operations in Singapore and overseas branches.

Job Responsibilities

• Lead on-shore team to fulfill end-to-end software development and support for all approved initiatives (projects, change requests, Level 3 production fixes). This includes analysis and design to development, implementation, testing and support
• Partner with off-shore Delivery Manager to plan and manage deliverables
• Collaborate with Enterprise and Domain architects to align application design to the overall architectural guidelines and direction
• Work with subject matter experts, business analysts, architects, software developers and business stakeholder to establish best or alternative solutions that are feasible within the technology and timeline constraints
• Provide leadership and guidance on application architecture and design
• Provide quality assurance of the team delivery in conformance to the Bank-defined software delivery methodology and tools. This includes delivery of source codes in compliance to the Bank's defined security, coding and change management standards (eg. Veracode, SonarQube, Aldon, BitBucket)
• Drive adoption of methods (E.g. Agile / Waterfall) and industry practices to improve quality and productivity outcomes
• Anticipate and resolve development issues or risks either independently or together with the relevant stakeholders and provide timely escalation of issues that impacts development schedule with proposed options for resolution
• Lead multi-vendor and development teams and manage vendor relationship to ensure deliverables are timely and of quality
• Partner with Test Managers to formulate comprehensive SIT test documents and build test automation
• Ensure completion of Unit Test, System Integration Testing (SIT), User Acceptance Testing (UAT), performance / load testing and application security testing with quality results
• Provide regular, timely updates and escalation to Core Banking Head of Tech Delivery & Development.
• Manage team demand and capacity, partner with on-shore / off-shore HR on the hiring and on-boarding of staff.
• Manage people development aspects for the Core Banking delivery team
• Ensure team compliance to UOB Code of Conduct, applicable policies and Group / Local regulatory requirements

Job Requirements

• Bachelor Degree in Computer Science, Engineering or similar domain
• Related professional / technical qualification (e.g. PMP) will be advantageous although not mandatory
• Good business knowledge and experiences in multiple domains of Core Banking Payments, Channel Host and Middleware (eg. Channel ID management & transaction interfaces, e-Payment & e-Commerce transaction processing, Proxy registration & processing, Enterprise Application Integration, MQ management)
• More than 15 years proven track record in developing and delivering global / regional IT capabilities for a multi-national / regional company with annual budgetary responsibility
• More than 10 years leadership experience in managing IT teams (>30 people)
• Proven experience in a leader-of-leaders role
• Proven result-oriented career with a focus on development and support
• Good problem solving, analytical, synthesis, system thinking and solutioning skills
• Highly effective communicating with technical stakeholders, proficient communicating with non-technical stakeholders
• Good understanding and experience in waterfall and agile software development methodologies
• Knowledge and experiences on IBM AS400, Oracle Solaris / Tuxedo, MQ, API, RPG / COBOL / C++ / Javascript / Python / Unix Korn Shell programming, DevOps tools is an added advantage
