JOB SUMMARY As a member of the Program and Outcomes Evaluation Group in the Department of Preventive and Population Medicine (DPPM), at the Office of Clinical Epidemiology, Analytics, & Knowledge (OCEAN), you will provide epidemiological (both quanti JOB SUMMARY As a member of the Program and Outcomes Evaluation Group in the Department of Preventive and Population Medicine (DPPM), at the Office of Clinical Epidemiology, Analytics, & Knowledge (OCEAN), you will provide epidemiological (both quantitative and qualitative) and analytical expertise to guide program owners to design, implement, and evaluate their programs planned for Tan Tock Seng Hospital (TTSH) and Central Health (CH), based on a program evaluation framework. Utilizing various social, behavioral, and psychological theories, models and frameworks, and epidemiological principles, you will provide inputs to ensure programs are rigorously designed, implemented and evaluated to enhance the clinical outcomes and health of the patients of TTSH and the population of CH, in support of the vision and mission of TTSH and CH. MAIN DUTIES AND RESPONSIBILITIES Liaise actively and communicate effectively with program owners to understand their programs (and activities planned for each program) and provide guidance according to the program evaluation framework, where appropriate. Provide consultancy (where required) for program owners on needs assessments and literature reviews to justify scientific evidence for their programs, and on the development of evaluation tools and the identification of indicators to be measured. Provide epidemiological and socio-behavioral inputs and advice on the most appropriate and efficient study design, data collection methods, and data collection tools for the measurement of each indicator and the overall implementation of the program. Guide program owners on seeking the necessary approvals from respective institutional ethics boards and data exchange offices before the conduct of program activities and collection of data for identified indicators. Provide epidemiological and socio-behavioural inputs, together with a biostatistician or health economist (where required), to assist program owners to analyze, evaluate and interpret their program outputs and outcomes. Develop strategic collaborations between DPPM/OCEAN and stakeholders from within and outside of TTSH and Central Health. Provide inputs and expertise for the write-up of manuscripts, together with the program owners, to disseminate findings to the wider scientific community to improve patient care and population health outcomes. Responsible for keeping track of the number and the respective status of programs DPPM is assisting for program evaluation. Responsible for regular feedback within DPPM to update on the evaluation progress of each program. GENERAL Work closely with and be accountable to Consultant(s), DPPM. Provide expertise inputs in the design, implementation, and evaluation of programs planned for Tan Tock Seng Hospital (TTSH) and Central Health. Provide sound knowledge for appropriate quantitative and qualitative research methodologies and analysis plans. Contribute to and write scientific reports and articles. Actively present at conferences and publish in peer-reviewed journals Have good interpersonal skills, the ability to work in a team and a willingness to travel to different locations if required. Provide cross-coverage of colleagues in DPPM/OCEAN where necessary. Actively participate as a member or team lead for quality improvement projects of Hospital-wide / Departmental level. Carry out any other duties as may reasonably be required by the Supervisor and/or the Clinical Director, OCEAN. Exhibit understanding of the ethical, legal and technical obligations relating to confidentiality of medical and personal identifiable information. It should be noted that the work of the department is of a confidential nature and must not be communicated to other persons except where required for authorized purposes. JOB REQUIREMENTS EDUCATION At least a Masters degree in Public Health or equivalent. Substantial postgraduate experience in public health or a relevant field, including analytical work relevant to public health, qualitative and quantitative research methodologies, social-behavioral research, epidemiology and/or program evaluation. EXPERIENCE Possess work experience in health-related setting such as hospitals, public health organizations and academic institutions. Experience with qualitative, quantitative and mixed-methods research methodologies. Experience with health economic evaluation, such as cost-effectiveness analysis and cost-benefit analysis, etc., would be an added advantage. Understand healthcare systems, principles and practice of epidemiology, and proven knowledge and skills in data analysis and proficient with using at least one Statistical Software package (SAS/STATA/SPSS/R) and one Qualitative Data Management Software package (NVivo/CAQDAS/Atlas.ti). Proficient in data management, data transmission, data security, data quality, data analysis including descriptive statistics and graphics and data reporting. Proficient in MS Office applications e.g. Word, Excel, PowerPoint and Access and statistical software. Ability and strong interest in program and outcomes evaluation. Effective communications with good interpersonal skills and the ability to work with a variety of people. Experience in report writing, manuscript preparation, publications and presentations. Ability to take initiative in one's work and to work harmoniously in a team under a variety of conditions.
