Job Purpose
The Policy & Licensing (P&L) Executive is responsible for the routine functions that enables P&L Branch to effectively oversee SMRT Trains\' undertaking of the Rapid Transit System (RTS) License as well as policy set forth by SMRT Trains\' Management.
He / She possesses good knowledge of the License and SMRT Policies and serves to safeguard SMRT Trains\' interests in the undertaking and compliance to the relevant regulatory requirements, code of practices, standards, internal policies, and other applicable requirements.
He / She is responsible to perform License-related tasks and support Rail Maintenance Group (RMG) and other stakeholders (e.g., NSEWL, CCL, BPLRT & TEL, Network Maintenance, Engineering & Projects, and Plans & Development), as part of the joint effort in fulfilment of the License and SMRT Policies requirements.
He / She also provides support to carry out plans according to SMRT Trains\' business needs in the areas of Asset Renewal, Asset Management Governance, ISO55001 Compliance, Contract/Vendor Management, System Life Cycle Management (LCM) in accordance with the License.
Responsibilities
The P&L Executive will be assisting the P&L Manager to ensure smooth execution of regulatory reporting and licensing-related matters. He / She will support RMG through providing advice in relation to the License and other relevant policies. He / She will also provide administrative support within the licensing and policy scope in supporting RMG and other relevant stakeholders.
He / She will be overall responsible in the following areas:
License and Policy Reporting
i. Ensure effective and efficient reporting through implementation of control process to meet reporting obligations stated in the License.
ii. Review and submit system reliability and availability reports to fulfil License obligations. Govern and facilitate the analysis and ensure accuracy. Assist in highlighting variances to Management.
iii. Ensure timely compilation and submission of regulatory reports for management review and approval.
iv. Assist to facilitate, and communicate requests and queries relating to regulatory and licensing reporting from both internal and external stakeholders.
v. Assist to implement regulatory and licensing procedures and best practices within System Management Division.
Performance Management
vi. Implement and evaluate control processes, methodologies, and use of statistical tools in the monitoring of system performance.
vii. Monitor and analyse system performance and ensure our operating assets maintain a high level of performance and highlight any variances to Management.
Administration
viii. Provide secretariat support for Management or Board level meetings.
Others
ix. Execute work processes and procedures to drive continual process improvement and productivity.
x. Undertake any other tasks assigned by Head of Department, MMO and/or Head of System Management.
