We are a hub of knowledge and innovation, attracting healthcare professionals who are passionate about pushing boundaries and making significant contributions to the field.About Department and Purpose of the PositionThe National University Cancer Institute, Singapore (NCIS) is a national specialist centre under the National University Health System (NUHS). It is the only public cancer centre in Singapore treating both paediatric and adult cancers in one facility.NCIS is establishing a new Stem Cell Therapy Hub (SCTH) as part of expansion of its Specialised Programmes (specifically Cellular Therapy and Haematopoietic Stem Cell Transplant) and to become a Reference Centre of Excellence. We are looking for a Head of Project and Facility Management who will be responsible for (1) planning, overseeing, and leading projects from ideation through to delivery, ensuring that resources are allocated optimally, and that every project meets its objectives within the set timelines, and (2) management of SCTH infrastructure.The candidate will support the execution and coordination of various projects related to NCIS Specialised Programmes. The scope of activities includes cell therapy manufacturing, stem cell transplant processing, development and improvement projects, liaison with external clients and collaborators. In addition, the candidate will manage existing operational facilities, equipment, and systems to synergise with ongoing projects and programs.Key ResponsibilitiesTo organise and coordinate various activities amongst the SCTH functions including:-The phases of activities will include:-

  • Set up and lea the liaison between external partners/clients/vendors and key internal stakeholders for SCTH projects
  • Provide project management expertise for technical operational workstreams. Support cross-functional projects by preparing and maintaining comprehensive project schedules, resource plans, and budget. Actively manage timelines with a clear understanding of dependencies and critical path, ensuring project milestones are met.
  • Organise, facilitate, and co-lead team meetings, and workshops. Develop agendas, track action, maintain risk registers, and communicate key project information in a timely manner.
  • Support continuous improvement efforts across projects, identifying and addressing gaps and opportunities.
To manage SCTH infrastructure which includes:-
  • Manage the external agreements with internal support teams related to facility and utilities (e.g. HVAC, BMS)
  • Operate and maintain the systems in compliance with the local applicable standards and relevant government acts. Report and escalate within SCTH for any non-compliance and act promptly to ensure sufficient efforts are taken to protect personnel, the general public, and the surrounding environments
  • Support laboratory and suite operations to facilitate teams in their testing and clinical operations to meet the requirements stipulated in the classification GLP/GMP standards
  • Manage assets lifecycle, equipment and systems in accordance to SCTH long-term plans and CAPEX phasing
  • Escalate and alert senior management of any significant safety, quality and compliance risks
  • Liaison with external vendors/contractors for provision of preventive and/or corrective maintenance services and ad-hoc repairs
  • Ensure licenses for operating equipment and personnel are maintained and current (e.g. MOM certifications, Poison permits, etc)
Key Requirements
  • Bachelor\'s degree in Sciences, or related field with preference of more than 8 years of pharmaceutical/biotech industry/Cell and Gene/Biologics/Vaccines experience in technical project management
  • Prior experience in cGMP Biologics facilities, quality assurance and working with vendors and collaborations is required
  • Able to handle 2 or more programs simultaneously, depending on complexity and size of the programs
  • Proactive in working on solving isues and problems
  • Able to work in a matrix environment and handle ambiguity
  • Able to communicate with impact, ensuring alignment and negotiating positive outcomes from various stakeholders
  • Technology transfer and/or early clinical stage program experience is preferred
  • Project management professional certification is preferred.
