Main purpose of job:

The Integrated Review Refresh, published in March 2023, set out how the UK will prioritise the Indo-Pacific, making the region a permanent pillar of the UK\'s international policy. To support this policy, FCDO is strengthening its strategic communications capability in the Indo Pacific.

The Indo Pacific Communications Hub is a new team of four based in British High Commission Singapore which will replicate FCDO Comms Directorate\'s successful hub model deployed in other regions across the world. The team will be a vital hub working with and complementing FCDO\'s global network of communicators based in London and at posts across the Indo Pacific region. The team brings together specialist skills in campaign delivery, strategic communication, media handling, digital, insight, monitoring and evaluation to the network. There is potential to increase the size of the Hub subject to funding.

With a focus on engaging and optimistic stories about the UK\'s mutually beneficial partnerships with countries across this geographically and culturally diverse region, the Hub will use third-party voices, digital and traditional media channels, and excellent insight to engage audiences and influence perceptions.

HMG\'s Indo Pacific communication aims to demonstrate the UK\'s long term commitment to a free and open Indo Pacific by showing the value of its reliable partnership with the region on security, stability, prosperity and climate change.

This is an exciting opportunity for a candidate with a passion for strategic communications and expertise in creative storytelling to support delivery of HMG campaigns .

You will be based in British High Commission Singapore and report to the Head of the Indo Pacific Communication Hub. You will line manage an Insight Manager and Digital Content Production Manager.

You will have experience in planning, and delivering high-profile campaigns that are engaging and influencing, and deliver on policy or business objectives.

You should also expect to travel, across the region and to the UK.

Roles and Responsibilities:

  • Working closely with Indo Pacific communication colleagues in London and regional communicators at Posts to co-ordinate delivery of strategic media and digital communications campaigns - informed by robust audience insight.
  • Supporting the upskilling of communicators across the Indo Pacific region in line with the latest Government Communication Service learning and development programmes, including in campaign planning, audience insight and evaluation.
  • Co-ordinate plans to deliver communication objectives being confident in providing strategic communications advice. This includes working closely with policy colleagues in London and across the Indo Pacific to identify excellent stories for media and digital communication that will advance our communications objectives, whilst also identifying and managing risks.
  • Maintain a grid of communications activity to help plan future campaigning.
  • Manage an Insight and Evaluation Manager and a Digital Content Producer, with responsibility for helping them deliver to their full potential, ensuring consistent delivery of their objectives, and supporting their professional development. This includes embedding a strong culture for evaluating activity and learning lessons, to continually improve performance and impact.

Essential qualifications, skills and experience 1

The following are essential upon arrival:
  • Minimum four years professional experience in media, communications or PR, with proven campaigns experience.
  • Experience of managing campaigns
  • Evidence of research to inform communications advice and of using evaluation to learn lessons and improve communications
  • Strong line management skills and proven ability to motivate and bring teams along
  • Excellent interpersonal and communications skills, including stakeholder engagement skills to build credibility with senior government/business representatives as well as colleagues within the UK government network
  • Excellent organisational and self-management skills to respond effectively to tight - and changing - deadlines and priorities
  • Sound knowledge of MS Office and project management tools
  • The ability to learn quickly and work with a high degree of autonomy
  • A positive \xe2\x80\x9ccan-do\xe2\x80\x9d attitude that can see way through challenges
  • Strong editorial judgment and ability to communicate effectively with different audiences
  • The ability to build and maintain networks with counterparts in other organisations.

Benefits:

We offer a competitive package, which includes basic salary of SGD 8,063 per month and a generous annual wage supplement (as part of total guaranteed remuneration) of an additional 2 months\' salary paid out in December each year, Central Provident Fund (CPF) payment in lieu for non-Permanent Resident foreign nationals, 23-days annual leave entitlement and a health insurance plan. The basic salary is non-negotiable.

We have a generous leave offer including: 23 days annual leave, increasing to 25 after 5 years\' service, with the option to carry over up to 12 days into the subsequent leave year; 14 public holidays; generous maternity and paternity leave; and childcare leave. We encourage volunteerism and offer up to 3 days paid volunteer leave.

We offer medical insurance to support staff with the high costs of healthcare in Singapore and periodic reimbursement for the cost of eye tests and replacement eye wear.

Working Patterns:

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.

Other information:

In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
