Job Description

Responsible as a Director and Site CEO of the Company which is engaged in the Operation and Maintenance (O&M) works for Singapore's 6th Waste to Energy Project; Provide experience-based supervision/management as O&M contractor in the role of Director and Site CEO; Coordinate with the representatives of sub-contractors and Client concerning all matters for all O&M works including meeting, correspondence etc. And ensure that the Plant is stably / efficiently operated and maintained to manage and oversee all O&M activities including the budget control and objectives and KPIs management to consistent with the overall strategy and mission

Business Management

• Develop business strategies and plans ensuring their alignment and performance with continuous plant availability

• Achieve financial goal of the organization.

• Make investing decisions to advance the business and increase profits

• Ensure that the organization achieves its goals below:

ü Achieving targeted revenue and profit ü Achieving safety targets ü Ensuring compliance to contractual / regulatory requirements ü Ensuring plant is able to achieve Organization’s KPIs

Function-Specific Activity

• Ensure proper operation of plant

• Plan for plant improvement activities

• Ensure all safety procedures are adhered to

• Ensure smooth operation of plant activities to optimize plant availability

• Respond to ad-hoc and plant emergencies

• Plan and implement programs for activities in the plant

• Liaise with local authorities in regard to plant operations

• Ensure plant is able to achieve all required quality standards and regulatory standards

• Prepare annual budgets for shareholders’ approval, prepare monthly billings and invoices to the client

• Main contact person for liaising with the client and shareholders for all issues

• Manages all aspects of the business for both internal and external stakeholders

• Manage, monitor, advise and keep track of operations & maintenances activities being carried out.
  

Administration Activity

• Ensure all plant activities comply with all relevant ISO and QEHS standards.

• Ensure plant operations & maintenances are performed as per SOP, manuals and regulations etc.

• Responsible for plant welfare

• Administer and review contracts for supply, plant improvement and works on plant equipment.

• Involve and facilitate management activities as well as plant improvement activities.
  

Human Resource Development Management Activity

• Review and administer all training and development in order to uphold technical competencies and upgrades.

• Oversee and train staffs on safe and reliable plant operations.

• Lead and motivate staffs to advance employee engagement develop a high performing managerial team.
  

Requirements

• Bachelor’s degree of Engineering/Mechanical/Electrical

Over twenty-five (25) years of relevant experience in designing work, maintaining work, test & commissioning and/or operation & maintenance for Waste to Energy Plant and/or Power Plant, including more than eight (8) years’ experience as engineering manager

• Ability to execute and manage the most appropriate operation & maintenance in Waste to Energy Plant to supervise with plant manager, managers, and other staffs.

• Extensive knowledge about stoker Incineration equipment and its boiler system in Waste to Energy Plant

• Ability to lead to resolve and analyze any problems and errors which may occur during the operation & maintenance to identify and troubleshoot them accordingly.

• In-depth understanding of corporate governance and management such as corporate accounting, finance and performance management principles

• Strong mindset and understanding of Quality, Environment Health and Safety (QEHS) to compliance the regulations and avoid any accident / injury in Waste to Energy Plant.

• Professional Engineer (Environmental Engineering)

• Boiler maintenance technician's license

• Class-2 boiler expert's license
