What the role is:a) Know-How - Effective interpersonal skills to engage and manage internal and external stakeholders - Good planning skills to coordinate scholarship, sponsorship and recruitment exercises amidst a tight schedule - Creative and data driven to formulate new marketing campaigns b) Problem-Solving - The jobholder formulates the media plan, and the selection of suitable media for recruitment exercises. - The jobholder has to coordinate recruitment exercises organised such as the SCDF Career Road Shows, Recruitment Exhibitions, Career Talks - The jobholder has to propose new marketing campaigns that promotes career familiarity and SCDF\'s branding as the employer of choice with eligible job-seekers (e.g. students from Institutes of Higher Learning (IHL)) through advertising agencies, media owners and/or vendors. - The jobholder has to develop talent attraction and retention strategies to recruit and manage SCDF\'s uniformed scholarship/sponsorship pool. c) Accountability - The jobholder ensures that the media plan and recruitment exercises are effective to have a high number of application rate with high quality prospects to join SCDF. - The jobholder must be data driven to ascertain that the media plan and recruitment exercises are effective. - The jobholder is able to generate and sustain interest among eligible job-seekers (e.g. students from Institutes of Higher Learning (IHL)) to learn and understand more about SCDF\'s role in protecting and saving lives and properties for a safe and secure Singapore - The jobholder must be able to conduct financial planning/projection and budget management/tracking to ensure prudent use of government monies.What you will be working on:a) Plan, manage and operationalise SCDF\'s Recruitment Marketing Campaign and Advertising Materials/Collaterals that promotes career familiarity and SCDF\'s branding as the employer of choice through advertising agencies, media owners and/or vendors. This includes financial planning/projection and budget management/tracking. b) Plan, organise and oversee SCDF\'s career-related activities that promotes it as the employer of choice c) Develop talent attraction and retention strategies to recruit and manage SCDF\'s uniformed scholarship/sponsorship pool. d) Plan, develop and operationalise SCDF career-related policies and initiatives that improves its hiring efficiency, attractiveness and bandwidth. e) Compile and conduct data analysis and generate proposals to improve SCDF\'s recruitment effectiveness. f) Support SCDF\'s HR and recruitment related exercises and activities (both uniformed and non-uniformed positions)What we are looking for:a) At least a degrees or equivalent education is required. A degree in business, marketing or multimedia-related disciplines will be advantageous for the applicant. Candidates with minimum of 2-3 proven years of experience in a marketing or multimedia-related role will be preferred. b) Understand financial budgeting, marketing & procurement principles and creative strategies. c) Possess strong research, planning, outlining, editing, spelling and grammar and organisation writing skills. d) Good understanding and proficiency in the usage of various social media/digital marketing channels such as Facebook, Twitter, Instagram, LinkedIn, forums, GDN, SEM, SEO, etc. is a must. e) Good knowledge of digital media analytics tools (e.g., Google Analytics, NetInsight, Omniture, WebTrends) and graphic design and digital marketing or related fields, including prior experience in designing eDMs and/or newsletters. f) Highly creative with experience in identifying target audiences and devising digital campaigns that engage, inform and motivate. g) Possess strong communication and management skills to engage and manage internal and external stakeholders to ensure quality product h) Possess a learning-mindset and is adpatable to a fast paced, demanding and highly-competitive hiring environmentAbout MHA - Singapore Civil Defence Force (SCDF):The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.
