[What the role is]

The Monetary Authority of Singapore (MAS) is Singapore\xe2\x80\x99s central bank and integrated financial regulator.

As central bank, MAS promotes sustained, non-inflationary economic growth through the conduct of monetary policy and close macroeconomic surveillance and analysis. It manages Singapore\xe2\x80\x99s exchange rate, official foreign reserves, and liquidity in the banking sector.

[What you will be working on]

The BIS Innovation Hub is dedicated to promoting technological innovation, amongst others through developing technological products that improves the functioning of the global financial system.

The Solution Architect will report to the Head of the Singapore Centre. The Hub relies on a multi-disciplinary team that is committed to innovation. The focus of this role is to support the technology design, build and deployment of various Innovation Hub projects, including advising and developing suitable technology architecture solutions for the Centre\xe2\x80\x99s projects.

The Solution Architect would also serve as the Centre\xe2\x80\x99s Technology Lead to support the Centre\xe2\x80\x99s CBDC and digital assets work programme, including working with the Centre\xe2\x80\x99s CBDC Lead on Projects Mandala and other projects such as Mariana. The Technology Lead will also be engaged in other relevant projects as requested by the Centre Head.

Mandala is an initiative by the BIS Innovation Hub that explores the feasibility of encoding jurisdiction-specific policy and regulatory requirements into a common protocol for cross-border use cases such as foreign direct investment, borrowing and payments. The project seeks to ease the policy and regulatory compliance burden by automating compliance procedures, providing real-time transaction monitoring, and increasing transparency and visibility around country-specific policies.

Mariana is a project to test the cross-border trading and settlement of wholesale central bank digital currencies (wCBDCs) between financial institutions, using new

decentralised finance (DeFi) technology concepts on a public blockchain.

Under the direction of the Singapore Centre Head, serve as an applications architect and technology specialist leading the solution design process and production of high-quality architecture, design and software artifacts.

Lead the Mandala Technology workstream and coordinate/spearhead any required work. Specifically, lead the application API design and overall solution architecture (conceptual, logical, physical) of the system.

Participate as a full member of the Mandala project team in all day-to-day activities including daily scrum meetings and team coordination meetings.

Work with the Mandala Product Owner(s) and/or project stream leads to keep track of project milestones and deliverables.

Work with technology implementation partners to develop, integrate, and test the Mandala solution design based on determined use cases.

Support the end-to-end agile product lifecycle from ideation, analysis, design, technical specifications, configurations, and deployment into cloud-based environments.

Coordinate with BISIH IT Services and cloud engineering teams to support project deployment in testing environments as needed.

Support product owners to procure the necessary development resource, build relationships with potential vendors, assess bids and managing technology vendors on an ongoing basis.

Work with Product Owners to communicate technical concepts to a non-technical audience, including senior stakeholders and potential end-users of the product.

Coordinate the collaboration with other BIS Innovation Hub centres and central banks on these topics and related implications.

[What we are looking for]

Academic qualifications and/or experience in computer science, information system engineering or another technology-related field.

Work experience in software engineering and knowledge of cloud computing (Azure, AWS, GCP).

A track record of effective project and resource management, including successful design and delivery of technology solutions.

Experience in software system architecture development and delivery.

Familiarity with OpenAPI design principles (RESTful, HATEOAS, JSON), Web app design, Basic SQL principles.

Hands-on experience with common programming languages, such as Java, Go, Python, Javascript.

Deep knowledge and/or experience in the Agile methodology, Scrum and DevOps methods for software development and deployment.

Working knowledge of distributed computing, algorithms, cryptography, and cybersecurity.

Experience with tools such as Github and Azure DevOps would be an advantage.

Track record of applying design thinking and Agile scrum methodology and ability/willingness to play various roles on the Scrum team would be an advantage.

Experience with digital asset and CBDC systems (design and/or operations) a plus.

Excellent conceptual and analytical skills and ability to apply creative and innovative thinking to solve highly complex problems and design trade-offs.
