Job Description


Job PurposeThe Senior Manager/Asst Director is a section lead position with accountability and responsibility relating to Data Quality in EPIC (NGEMR Application). This includes understanding all the Data Domain captured in EPIC from creation to the usage of the information generated from the system. There is a need to understand all the interfaces (both upstream and downstream) that may affect the quality of data, mapping logics, code governance and maintenance, backend data storage, data lineage etc. This unit will be the first Point of Contact for all Data Quality issues found in EPIC and must perform the necessary investigation or liaise with relevant units within NHG/NUHS and Synapxe to resolve the issues identified and recommend intermediate/long term solution to protect the accuracy & completeness of the data in EPIC.ROLES & ReSPONSIBILITIESIMMEDIATEIn view of SHS on-boarding to EPIC in Nov 26 (1st wave), there is a need to improve the existing quality of Patient Master Records that had been loaded for/created by NHG/NUHS. The 2 key tasks are as follows:

  • Potential Wrong Registration (PWR) Records
\xe2\x80\x9cRing-Fence\xe2\x80\x9d patient records that are wrongly loaded/created in the current EPIC system before SHS onboard their Patient Master records (expected around early 2026). These patient records will need to be tagged with a PWR flag so that this \xe2\x80\x9cproblem\xe2\x80\x9d record will not be shown in our Channel Apps (important for PR reason)
  • Reduce Duplicates
Reduce Patient Duplicates in EPIC. Currently there is more than 6% (estimated to be 18%) by EPIC vendor, where more than 1 patient identifier exist for the same patient (eg F &G vs S & T records). This has resulted in Fragmentation of Clinical View seen by the Clinicians.
  • Single Point of Contact (SPOC) for NHG relating to NEHR Data Quality
This is the function currently held by IM. With the re-organization within GHI, this function must still be maintained somewhere within GHI. This new unit will continue with this function as EPIC will be the main contribution to NEHR in terms of Patient Master and Clinical Events.Intermediate & Beyond
  • SHS On-Boarding
The scope of work will include reviewing Synapxe conversion strategy for on-boarding their Patient Master and Clinical Events. The approach should not affect the existing foundation and preserve the current quality level enjoyed by NHG/NUHS. The one longitudinal view of the Patient across the 3 clusters must be achieved thru EPIC. Any quality issues relating to duplicates, fragmentation, incorrect loading etc must be identified and addressed.
  • System Interfaces Map
As part of scope of work to ensure good quality data in EPIC, there is a need to have a System Interfaces Map. This map will show the interfaces between EPIC and all \xe2\x80\x9cUpstream\xe2\x80\x9d and \xe2\x80\x9cDownstream\xe2\x80\x9d systems. Along with the interfaces, there will be data flow, mapping logics, etc that will affect the accuracy and completeness of the data within EPIC. The level of granularity will be determined on the usage at the end of the day. It should be to the level where it is good enough to support investigation work when the need arises. In the process, the various \'control\' points can be put in as and when it is deem needed.
  • Code Governance
There is a need to compile an EPIC code-set handbook for important Data Domain especially those that are being interfaced to other applications and the various mappings. Identify code sets that are to be controlled (ie Centralised) vs those that can be Cluster/Institutions Specific. Also, with the Standard Governance from MOH, Singapore Health Standards etc, there is a need to know what had been configured in our system.JOB REQUIREMENTSEducation/Training/Experience
  • At least a Degree with minimum 10-15 years of work experience. Preferably familiar with healthcare data
  • Experience in data management, data analysis, data conversion, data flow and mapping etc.
  • Excellent written and verbal communication.
  • Understanding of Database Design and Programming Logic is an advantage
  • Strong analytical, written and communication skills.
