What the role is:
The Home Team Science and Technology Agency (HTX) is a statutory board of the Ministry of Home Affairs (MHA), and also the Singapore public sector's first Science and Technology agency that works at the forefront of science and technology to amplify, augment and accelerate the Home Team's advantage and secure Singapore's frontline of security. HTX integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally ready solutions for homeland security. The successful job holder will work with the Head of the Central Procurement Officer (CPO), to develop and implement overarching procurement policies, procedures and frameworks to enable effective, efficient and value for money procurement for MHA and HTX.
What you will be working on:
(A) Policy Development and Governance o Conduct continuous development, revisions, and improvement of Procurement Resource Materials (procurement related manuals, directives, advisories, templates, checklists etc) based on Government Instruction Manual (IM) on Procurement. This includes incorporating MHA/HTX-specific procedures and best procurement practices from public and private sector procurement to cater to MHA/HTX internal needs as well as MHA/HTX unique areas. o Operationalise and promulgate procurement policies and SOPs and promote good procurement practices within MHA/HTX. o Provide guidance to MHA/HTX divisions on procurement and contract implementation procedures. o Continuous engagement with WOG procurement policy owners e.g. MOF, on procurement matters. o Explore digital tools to enhance procurement practices e.g. chatbots, AI agents. (B) Audit and Procurement Risk Management o Support end-to-end management of audits including reviewing of audit reports and follow-up actions to prevent recurrence. o Manage the Procurement Risk Register under the HTX Enterprise Risk Management framework. o Analyse data to monitor compliance of procurement procedures, identify high risk areas and detect anomalies. o Prepare case studies and learning bites from audit findings to strengthen procurement competencies.
What we are looking for:

• Possess a degree preferably in engineering, supply chain or business. o Previous experience in the Public Sector with knowledge on Government Procurement procedures, is an added advantage. o Able to work in a dynamic fast paced environment and manage workload well. o Strong problem solving, analytical and communication skills. o Must be able to work well in a team. o No experience welcome to apply All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
