The Role Responsibilities

  • The SCM Business Partner provides supply chain advice to key stakeholders including project planning, sourcing strategy, third-party due diligence and contract performance management and is the procurement representative and first point of contact for the cluster / country businesses and functions.
Stakeholder
  • Accountable for senior stakeholder management within the country; developing strong partnerships, proactive discovery of upcoming projects impacting country spend.
  • Proactively engages stakeholders throughout the planning process to build out pipeline of third-party requirements.
  • Establish and maintain effective senior stakeholder relationships demonstrating value through collective collaboration on pipeline, efficiency, third-Party risk and performance.
  • Monitor and understand existing contracts to drive pipeline and renewal discussions with the country business and functions.
  • Support stakeholder cost management with regards to new projects and current third-party relationships, including demand management.
  • Ensure SCM early involvement in new products and innovation development by the business and functions where a third party is required.
  • Ensure SCM is aligned with business objectives and enlist support in participating in value driven supply base improvement efforts.
Business
  • Meet potential new third-parties that may provide innovation or value-add services to business / functions.
  • Provide third-party spend insights to enable functions and businesses to manage spend and budget.
  • Build out the country pipeline and consolidate a book of work with the focus on driving contract value, Environmental, Social and Governance and include diverse third-parties in all relevant sourcing initiatives to drive maximum impact.
  • Support businesses and functions throughout the vendor onboarding process by providing advice based on local and category expertise.
  • Identify areas of demand management and innovative solutions with business and functions and implement necessary steps to execute.
  • Engage with global sourcing teams on global deals that will impact local stakeholders, ensuring country requirements are considered in those projects, and support rollout of new arrangements to country stakeholders, ensuring Local Country Arrangements (LCAs) are put in place.
Strategy
  • Work with Global Category Managers to ensure category strategies are carried out in cluster / country and pre-approved content and preferred supplier lists meet the needs of stakeholders.
  • Translate SCM category and region strategy into operational plans and resource requirements.
  • Identify and implement sourcing plans with CMT for key business relationships leveraging strategic clients / vendor partnerships.
  • Work with the sourcing hub on any complex or large deals for the region, providing market expertise, developing sourcing strategies, facilitate negotiations, and ensuring stakeholder expectations are met.
  • Set and drive the strategic priorities for Singapore and Thailand to achieve cost objectives for external spend with third-parties that can materially contribute to customer needs for innovation and service excellence.
  • Address competitive challenges by enabling entities to develop effective Outsourcing Strategies in line with the Group Outsourcing Strategy.
  • Execute global priorities in country, including the implementation of sourcing strategies and operating model to optimises value and manage supply chain risk.
  • Manage all current and emerging third-party risks in association with Country and Regional risk partners.
  • Influence the Cluster and Regional SCM strategy and overall achievement of functional objectives in the context of the Bank\xe2\x80\x99s corporate strategy and the Asia regional strategy.
Process
  • Develop benchmarks and scorecards for the team that can be used for performance measurement and continuous improvement.
  • Identify opportunities to embed the Sustainability agenda and commitments into all aspects of SCM delivery within country.
  • Tightly control the number of suppliers and deliver continuous improvement and value to the business.
People and Talent
  • Create an environment which promotes the right behaviour amongst team members focusing on shared responsibilities and accountability as a team.
  • Lead through example and build a diverse and inclusive culture and reflecting the banks\xe2\x80\x99 values. Set appropriate tone and expectations from the team and work in collaboration with risk and control partners.
  • Employ, engage and retain high quality people, with succession planning for critical role, build bench strength and formulate succession plans for the team.
  • Develop high performing and collaborative teams and enhance cross-functional relationships.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
  • Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Ensure the delivery of training to SCM stakeholders and SCM system users as appropriate.
  • Review the team structure / capacity plans regularly and feed opportunities into SCM TOM updates.
  • Support the SCB promise through the active support for team ESG activities.
Risk Management
  • Providing leadership and support for the overall third-party risk mitigation programs within SCM.
  • Support and execute necessary actions and deliverables to meet existing and new regulatory requirements that relate to the bank\xe2\x80\x99s supplier base.
  • Educate local stakeholders about the risks associated with their agreements and the risk management requirements embedded within the Source to Pay process.
  • Support country risk reviews for SCM and implement corrective actions as required.
Regulatory and Business Conduct
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Country SCM team to achieve the outcomes set out in the Bank\xe2\x80\x99s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.*
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Interim Responsibilities
  • Acting Country Sourcing Head across Singapore and Thailand until the time that the new SCM operating Model is complete, and the GBS Sourcing support model is embedded. Target date Mid 2023.
Our Ideal Candidate
  • Academic or Professional Education/Qualifications: Degree, or equivalent qualifications in Procurement, Supply Chain Management, Law
  • Licences and Certifications/accreditations: NA
  • Professional Memberships: CIPS or similar desirable
  • 10+ years Experience in the Banking or Financial Sector
