The teams manages and ensures the smooth operations and delivery of IT projects that serves the Financial Industry as well as MAS users.You will be part of the Central Banking & Devt Platforms division, responsible for managing the systems supporting the reserves and risk management systems in MAS.In this role, the officer is expected to undertake the following areas of work:In this role, the officer will be part of the project team to review the architecture of the trade management system and its associated peripherals and re-implement/ migrate it to the Government Data Centre. The key responsibilities are:Own and manage the applications of the trade management portfolioSolution designBusiness analysis and functional design - Elicit, shape, scope, and manage business requirements through rigorous and appropriate methods of information gathering and collaboration with stakeholdersTechnology analysis and solution design - Design the application technology solution, for both bespoke applications (custom developed) and COTS based solutionsOperations and maintenance - Establish reliable operations of the applications and digital service in the portfolioProject and product delivery and quality:Plan and manage IT projects, and ensure alignment of project to the business objectives within established scope, cost and scheduleQuality: To assure the quality of systems and applications, including the establishment of quality management technology and systems for applications development and deliveryGovernance, Risk, Compliance:Ensure compliance to ICT Governance policies and standardsEstablish quality and mechanisms for systemic quality across all applications and systemsEstablish risk management for applications systemsPartner and vendor arrangements and resourcingDesign and establish vendor and resourcing arrangements, contracts, service levels for the delivery and management of digital services, systems and technologyWhat we are looking for:Strong proficiency in software architecture principles, design patterns, and best practices.Hands-on experience in designing and developing reusable components, microservices, containers and KubernetesGood working knowledge of databases and fault-tolerant infrastructure conceptsSound knowledge of Java, Containers, batch scripts, various operating systems, and databases (Oracle). Other programming languages will be an advantageProven experience in DevOps and CI/CD adoption and deploymentProven ability to assess business needs and translate them into relevant solutionsExperience installing, configuring, and implementing new applications and system on GCC or AWSExperience in managing operations, handling of issues, and systems monitoringUnderstanding of financial instruments, will be an advantageUnderstanding of S.W.I.F.T messaging platform and infrastructure will be an advantageKnowledge about or experience with SimCorp Dimensionxc2xae will be an advantage.Certifications in PMP/ ScrumMasterxc2xae and relevant technical skills will be an advantageAbility to work independently as well as in a teamGood decision-making skills and response to high-pressure situations.Strong interpersonal communication and organizing skills to coordinate and faciliate project activities and discussions.Ability to work with details and time-sensitive issuesThis is a Contract until Dec 2026 position.
