Job Purpose:
The incumbent is responsible for overseeing and managing all technical and engineering aspects of infrastructure projects. This includes leading design coordination, reviewing construction methodologies, ensuring compliance with regulatory standards, and supporting the successful execution of major civil works such as expressways, roadworks, drainage systems, and utilities.
Job Responsibilities:
1. Technical Oversight & Design Coordination
Lead and coordinate all technical aspects of infrastructure projects, ensuring design intent is fully realized on-site.
Review, evaluate, and approve design drawings, shop drawings, and technical submissions.
Liaise with consultants, clients, and relevant authorities (e.g., LTA, PUB, NParks, URA) to secure necessary technical approvals.
Provide engineering solutions to resolve technical challenges encountered during design and construction.
2. Project Execution & Methodology
Develop and implement effective construction methodologies and technical procedures.
Work closely with Project Managers to plan, monitor, and control project progress in accordance with design and quality requirements.
Support tender evaluation and provide technical input during procurement of materials and subcontractors.
Ensure alignment between design, procurement, and construction teams for smooth project delivery.
3. Quality, Safety & Compliance
Ensure all works comply with contractual specifications, drawings, and local regulatory requirements.
Establish and maintain high standards of quality control and technical excellence.
Conduct technical audits and inspections to ensure compliance with LTA, BCA, PUB, and other authorities' standards.
Promote and uphold workplace safety and environmental sustainability in line with company policies.
4. Value Engineering & Risk Management
Identify potential design and construction risks and recommend mitigation measures.
Propose innovative engineering solutions and value engineering options to optimize project cost, schedule, and performance.
5. Stakeholder Engagement
Act as the main technical liaison between the company, consultants, clients, and statutory authorities.
Attend coordination meetings and provide updates on technical issues and progress.
6. Leadership & Team Development
Lead, mentor, and develop a team of engineers and technical staff to ensure competency and performance.
Foster a culture of continuous improvement, teamwork, and innovation.
Job Requirements:
Bachelor's Degree in Civil or Structural Engineering from recognized university.
Professional Engineer (PE) certification by Singapore PE Board is mandatory.
Minimum 8 to 10 years of relevant experience in civil engineering and infrastructure projects (e.g., roadworks, bridges, drainage, utilities).
Strong background in design coordination, authority submissions, and construction methodologies.
Familiarity with LTA, PUB, BCA, NEA, and other statutory requirements.
Proficient in engineering and design software (AutoCAD, Civil 3D, MS Project, etc.).
Excellent leadership, analytical, and communication skills.
