Overview: We are seeking a dynamic and experienced Group Tender Management Specialist to join our team. The successful candidate will work closely with the tender teams, line users, and counterparts across Singapore and Australia to manage high-value tenders from start to finish. The ideal candidate will be accountable for successful tender award and management of the end-to-end tender process in accordance with Procurement guidelines. This includes coordinating with corporate procurement on the setup and running of tender events, conducting pricing analysis, leading the tender team to review deviations in the tenderers\xe2\x80\x99 submissions, and negotiating, finalizing and obtaining approval for procurement contracts based on standard practices and within broad policy guidelines.
What will your typical day look like?
- Tender Management \xe2\x80\x93 Accountable for successful tender award and management of the end-to-end tender process in accordance with Procurement guidelines.
- Single Point of Contact for vendor technical and commercial enquiries before tender closing date.
- Single Point of Contact for technical and commercial clarifications to tenderers after tender closing date.
- Dissemination of tender responses / clarification documents to relevant teams throughout the tender phase.
- Work with line user / tender evaluation team to complete the technical evaluation in timely manner in accordance with evaluation/ scoring guidelines.
- Compile commercial submissions from tenderers and conduct pricing analysis / benchmarking.
- Lead the tender team to review deviations in the tenderers\xe2\x80\x99 submissions and short-list for negotiation.
- Lead the tender term to put together the negotiation strategy and organise negotiation meetings with short-listed tenderers.
- Negotiate, finalise and obtain approval for procurement contracts based on standard practices and within broad policy guidelines, while maintaining Singtel Group\xe2\x80\x99s position in negotiations with challenging global suppliers.
- Manage priorities and work to tender and other external timelines.
- Maintain individual accountability for compiling required documentation.
- Prepare standard briefing and approvals for management and board papers concisely and accurately
- Maintain sound relationships with suppliers, instituting clear lines of communication for contract negotiations.
- Develop, manage and improve stakeholder relations \xe2\x80\x93 both internal and external.
- Acquire and maintain knowledge of Singtel\xe2\x80\x99 networks, back office systems, technology, products, services and businesses and associated risks.
- Work closely with contracts manager/ legal for SOW execution and transition of contracts into relevant systems and hand-off to stakeholders.
Is this you?
- Bachelor\'s degree, preferably in Supply Chain, Engineering or Computing disciplines
- 3-5 years of global procurement and supplier management experience in Telecommunications industry.
- Experience and understanding of cost models and cost saving execution
- Experience in driving tenders
- Proven understanding of any Telco domain, including Fixed Network, Mobile Network, IPTV, Transmission/Transport & IP technologies. Networks Transport, Routers & Switches, and Firewall is preferred.
- Intermediate-level proficiency in Microsoft Excel (familiar with V-lookup, Pivot, charts).
- Excellent interpersonal and communication skills
- Strong written and oral presentation skills.
- Proven willingness to challenge \xe2\x80\x98business as usual\xe2\x80\x99; curiosity to think \xe2\x80\x98outside the box\xe2\x80\x99 and passion for driving improvements.
- Ability to be creative to meet business needs, but also pragmatic and results oriented.
- Sound judgment and decision making amongst competing demands.
