Workplace Safety and Biosafety Coordinator



In this role, you will:

Monitor regulatory updates and implement new or revise safety policies, SOPs and guidelines to ensure compliance with Workplace Safety and Health (WSH) Act, statutory regulations, and organisation policies Liaise with regulatory authorities (MOM, NEA, PUB, etc.) on WSH regulatory matters Coordinate the import, export or trans-shipment of controlled chemicals Consolidate risk assessments for management oversight, advise on risk assessments methodology with focus on chemical, biological, radiological (CBR) hazards, develop and implement risk mitigation strategies Conduct Divisional safety brief and basic S&H training for new staff which will cover subjects specific to the Division's hazards and safety matters related to CBR materials Identify and recommend best practices and continuous improvement initiatives to reduce work process risks, to improve safe work practices and to raise safety awareness by organising WSH awareness programmes (e.g. Divisional Safety Week) Involved in incident reporting, investigation, follow up actions, and maintain records for the management and authorities with the implementation of mitigation measures to prevent future occurrence Support or lead internal and external safety audits and inspections of the facilities in the Division, identify non- compliance issues, and recommend corrective actions to Divisional management Strengthen emergency preparedness by coordinating familiarisation programmes with SCDF HAZMAT responders, act as the site incident controller for the Division's Emergency Respond Team, and supporting Divisional business continuity plan (BCP) and crisis management plan (CMP) formulation and execution Maintain emergency response resources, propose equipment upgrades, and develop CBR specific emergency protocols Serve as secretariat for the Divisional Safety & Security Committee, including preparation and meeting coordination, minutes recording, and updating of Divisional database/dashboard Perform the role and duties of a Biosafety Coordinator as dictated in the Biological Agents and Toxins Act 2005 and liaise with regulatory authorities on biosafety matters Co-ordinate the annual audits of BSL3 laboratories by the regulatory authorities and the annual fire drills with SCDF Coordinate the import, export or trans-shipment of biological agents and toxins Plan and conduct red teaming exercises, regular inspection of the BSL3 facility and audits on biological agent and toxin stocks Serve as secretariat for the Institutional Biosafety Co-ordinator including meeting scheduling, minutes taking, agenda preparation, circulating of materials for review, and #####

JOB REQUIREMENTS



Diploma/ Degree in Biological Sciences/ Biomedical Sciences/ Chemistry/ Radiation Biology/ Workplace Safety and Health Minimum 10 years of experience in a scientific research institution with direct experience in chemical, biological and/or radiological safety management, or at least 7 years of demonstrable WSH experience specifically related to high-hazard environments Possess minimally a Singapore Workforce Skills Qualifications (WSQ) Advanced Certificate in Workplace Safety and Health MOM registered Workplace Safety and Health Officer (WSHO) SCDF certified Fire Safety Manager Experience with regulatory inspections and audits is highly desirable Experience working with National Authorities (e.g. MOH, NEA, SCDF) Strong understanding of laboratory operations, equipment validation, and testing protocols Good English language proficiency, both spoken and written Good interpersonal skill and a team player Ability to multitask and meet deadlines under pressure Adaptable and able to quickly learn and apply new safety regulations and best practices ####
